A. 
A Bureau of Community Services in and for the City of Yonkers is hereby established within the Department of Parks, Recreation and Conservation. The head of the Bureau shall be the Director who shall be appointed by and serve at the pleasure of the Mayor. The Director shall have all of the qualifications and experience necessary to perform the duties of the office.
B. 
The Director shall supervise, coordinate and control all community services matters for the City of Yonkers.
C. 
Within such Bureau, there shall be a Bureau of Youth Services, an Office of the Aging and an Office of Human Rights, and the head of each such bureau or office shall be appointed by the Mayor and serve at his or her pleasure and report to the Director. Each person appointed shall have the qualifications and training necessary to perform the functions of their respective offices.
