Pursuant to Chapters 5 and 6 of the 1954 Laws of New Jersey,[1] this chapter is enacted for the express purpose of authorizing
bona fide veterans, charitable, educational, religious or fraternal
organizations, civic and service clubs, volunteer fire companies and
first-aid or rescue squads to hold, operate and conduct games of chance
commonly known as "bingo" and "raffles" within the Borough on Sundays
in accordance with the Bingo Licensing Law and the Raffles Licensing
Law[2] and pursuant to the rules and regulations issued or to
be promulgated by the Legalized Games of Chance Control Commission
in the Department of State of the State of New Jersey.
All applications and licenses to hold, operate and conduct games of chance commonly known as "bingo" and "raffles" on Sundays shall be subject to the provisions of the laws and rules and regulations cited in § 224-1 and any laws, rules and regulations hereafter enacted and shall be further subject to the provisions of this chapter.
A.
Sunday restrictions. No games of chance shall be conducted under
any license issued by the Borough under this chapter on Sunday unless
it shall specifically provide in the license for the holding, operating
and conducting thereof on that day.
B.
Sunday starting time. No licensee shall hold, operate or conduct
any game of chance on Sunday before 2:00 p.m. This provision is to
apply only to games of chance held on Sundays.
No license to conduct a game of chance as authorized by law
on Sunday shall be issued to any organization not having a bona fide
status established in good faith within the Borough and actively engaged
in serving one or more of the authorized purposes as defined by the
rules and regulations of the Legalized Games of Chance Control Commission.
