This chapter is adopted pursuant to the authority granted in
N.J.S.A. 40:48-2 et seq. The purposes of this chapter are as follows:
A. To establish a residential parking program in those areas of the
Borough in order to facilitate and make more convenient parking within
the Borough of Wallington for those persons who reside within the
said municipality.
B. To address a critical parking shortage in those specific areas and/or
districts designated by the Borough of Wallington as being in need
of a residential parking program.
C. To control and/or monitor on-street parking in the Borough of Wallington
so that the persons regulated under this chapter may do so in a safe,
efficient and nonhazardous manner.
There shall be a temporary visitor permit issued to any resident
who applies in person to the Wallington Police Department Record Bureau
during the following hours: Monday to Friday 9:00 a.m. to 4:00 p.m.
and Saturday from 9:00 a.m. to 12:00 noon. The visitor's permit
may be used for a period of seven days.
Any person requesting a resident or temporary visitor's
parking permit will be required to submit a vehicle identification
number and license plate number of the vehicle, driver's license
number and such other information as may be required by the Police
Department of the Borough of Wallington.
Resident parking permits will be valid for a period of three
years from the month of issuance. Any vehicle bearing an expired permit
and parked on a street where signs have been erected stating "Permit
Parking Only" shall be subject to the same penalty as a vehicle parking
on the street without a resident parking permit program sticker as
set forth herein.
Any vehicle parked on a street without a valid resident parking
permit or an expired resident parking permit shall be subject to the
following sanctions: Unless another penalty is expressly provided
by N.J.S.A. 39:4-203, every person convicted of a violation of this
section or any supplement thereto shall be liable to a penalty of
$50 or imprisonment for a term not to exceed 15 days, or both, for
each offense.
The Police Department of the Borough of Wallington shall have
the authority to formulate or promulgate rules and regulations pertaining
to this chapter, subject to the veto of the Borough Council; and the
Police Department of the Borough of Wallington shall be entitled,
in its discretion, to verify any information appropriate to the enforcement
of this chapter. The Police Department of the Borough of Wallington
shall have the power to issue summonses for violation of this chapter.
Enforcement of this chapter and any further rules and regulations
as may be promulgated from time to time shall be under the jurisdiction
of either the Police Department of the Borough of Wallington and/or
the Chief of Police of the Borough of Wallington, as determined by
the Borough Administrator of the Borough of Wallington.
No person shall park a vehicle all night on the streets of the Borough in violation of §
307-17.1 of the Code without the required resident parking permit.
