A. 
All commercial and/or industrial users which are presently connected to the Passaic Valley Sewerage Commission systems and which are currently billed a user charge established by the Passaic Valley Sewerage Commission, which user charge is based on volume and, where applicable, on strength and/or flow rate to pay for the use of the Passaic Valley Sewerage Commission facilities, and which are billed through the municipality by the PVSC for the use of the PVSC system, shall pay to the Borough of Wallington an administrative/user fee for the billing and collection of said funds and for the continued upkeep and maintenance of the Borough's internal collection system.
B. 
The said administrative/user charge shall be equal to 10% of the total billings to the user by the PVSC, per billing period, and shall be paid directly to the Borough Treasurer.
Nonpayment of the user charges within 60 days of their accrual may result in the termination of the user's permit and/or the termination of the right to discharge into the system.
