277, §§ 277-1, 277-2 and 277-5 through 277-7, of the
1992 Code)]
The Council may provide for the collection, removal and disposal
of ashes, garbage, rubbish and other refuse matter or material in
such manner as it deems necessary and shall establish such reasonable
rules and regulations in conformity with the provisions of this article
as circumstances may require.
As used in this article, the following terms shall have the
meanings indicated:
Burned fuel of every nature and description derived from
any burning process.
Waste or decayed animal and/or vegetable matter that has
been used as food or was intended to be used as food and the waste
therefrom and dead animal or plant life or parts of the same.
An occupant, owner, agent, tenant, lessee, caretaker or other
person in charge of the dwelling or other premises affected by this
article.
Garbage, ashes and rubbish.
All broken crockery, glassware, furniture, household receptacles
and utensils, house sweepings, bottles, tin cans, lawn cuttings, hedge
trimmings, garden growth, old clothing and all discarded and waste
material of every nature and description not defined elsewhere, including
paper, cardboard or containers made of either paper or cardboard;
provided, however, that all cardboard must be separated from other
rubbish material and prepared for recycling by securing it in packages
to permit easy handling and prevent the contents from being scattered.[1]

Filled receptacles shall be of such weight as can be easily
handled by one man. Receptacles in which garbage accumulations are
deposited shall not exceed 30 gallons in size and 50 pounds in weight
and shall have separate covers, close-fitting when in place. Receptacles
in which the accumulation of ashes is deposited shall be substantial,
watertight containers constructed so as to prevent spilling or leakage
of their contents. They shall not be more than 20 inches in diameter
nor more than 26 inches in height. They shall not be filled higher
than three inches below the top of the container. Rubbish material
accumulations may be deposited in containers similar to receptacles
for ashes, but where the rubbish is of such nature that it cannot
be deposited in a receptacle, it shall be securely bundled in such
manner as to permit easy handling and to prevent the contents from
being scattered, but at no time shall material accumulations be deposited
in the same container that contains or holds ashes.[1]

All receptacles or containers for refuse or garbage shall be
kept or placed, before the collector calls, in the rear of the building
and shall at all times be covered. Receptacles or containers shall
be placed by the occupants or owners of the building at some convenient
and suitable place outside the building on garbage collection days
or preceding nights, and the same shall be sufficiently protected
from the weather to prevent their freezing fast in place. The occupant
shall keep all receptacles or containers clean and in condition for
safe handling.[1]

No person shall burn any garbage, refuse or dead matter, except
in an incinerator.[1]

Any person, corporation, occupant or entity that violates or fails to comply with any provision of this article or any of the rules and regulations promulgated hereunder shall, upon conviction thereof, be punishable as provided in Chapter 1, Article II, General Penalty, of the Code of the Borough of Wallington. Each day for which a violation of this article occurs shall be considered a separate offense.
