No person shall keep, maintain or operate what are commonly
known as junkyards or used car lots for the purpose of purchasing,
selling or storing old junk, rope, iron, brass, copper, tin, lead
or other materials, used auto cars, any abandoned or unusable vehicles,
used lumber, old bottles and materials of similar nature, without
obtaining a license therefor in accordance with the provisions of
this chapter.
All persons now or hereafter engaged in the business of junk
dealer or used car dealer shall make application to the Township Clerk.
The application shall be in writing and shall set forth the name of
the person and his address or principal place of business and describe
the premises upon which the business is to be conducted, giving the
street frontage and approximate depth of the premises. The application
shall be accompanied by the required license fee. The Township Clerk
shall present the application to the Township Committee at its next
meeting and issue a license to such person on the approval of the
same by the Township Committee. All licenses shall expire on December
31 of the year of issuance. All persons, upon the expiration of any
license granted hereunder, shall make application to the Township
Clerk for renewal of the license and shall pay for the license the
same fee as herein set forth.

All persons receiving such license shall pay to the Township
an annual license fee of $500, provided that no license shall be issued
without the written approval of the Township Committee and provided
further that a license may be revoked at the option of the Township
Committee for good cause on complaint after due notice and a hearing.
The make, model, engine number and serial number of all motor
vehicles received by any person engaged in the business of motor vehicle
junk dealer shall be reported to the Township Clerk within 24 hours
after the receipt thereof and before the same are dismantled or otherwise
disposed of.
It shall be unlawful to stack, pile or place parts of motor
vehicles upon any premises in such a manner as to create a fire hazard
or a place for the harboring or breeding of rats, mice or vermin.
Upon the issuance of any license under the provisions of this
chapter, the Township Clerk shall turn over the license fee to the
Township Treasurer.
The Health Officer designated by the Board of Health shall during
business hours make reasonable periodic and effective inspection of
all the premises and buildings for the purpose of ascertaining that
the business is being conducted on the licensed premises in accordance
with the provisions of this chapter.
All licenses under this chapter shall be subject to such reasonable
rules as may be made from time to time by the Township Committee for
the purpose of operation and regulation of the places of business
named in the license.
