The purpose of this administrative organization shall be to
orderly govern the responsibilities and conduct of the Mayor, Council
and certain representatives in the ongoing operation of the City.
Standing committees are herein established and their duties defined.
Standing committees shall consist of a Chairperson and two Council
members. As much as possible, all City business should be reviewed
by the appropriate committee for consideration and recommendation
before formal action is taken by the whole Council. Committee Chairs
shall work with committee members to administer the charges and responsibilities
of their committee. Where questions arise as to overlapping responsibilities,
Chairs are to consult with the appropriate members of Council or,
if applicable, the Mayor to resolve jurisdiction disputes. If the
Mayor and Council members are unsure of whose responsibility an issue
is, it should be brought to the whole Council for discussion. If an
interpretation of law is in order, the Mayor and Council will seek
legal advice from the Municipal Counsel.
The standing committees and a description of their responsibilities
shall be as follows:
A. Recreation
Committee:
(1) Budget for City recreation areas, including ball fields, basketball
and tennis courts, beaches, picnic areas, Fireman's Pond and
adjacent park areas.
(2) Such other duties or responsibilities as may be delegated by the
City Council from time to time.
B. Personnel
Committee:
(1) Interview, screen and select applicants for employment by the City.
(2) Responsible for periodic evaluations and performance review of all
full- and part-time employees of the City.
(3) Recommend and implement all personnel policies approved by City Council.
(4) Review and approve all requests for paid and unpaid leaves of absence
for purposes of training, vacation, illness or other good cause.
(5) Make recommendations to Council for salary, benefits, hours and other
terms and conditions of employment.
(6) Budget recommendations related to personnel matters.
(7) Such other duties or responsibilities as may be delegated by the
City Council from time to time.
C. Administration:
(1) Budget recommendations for equipping, furnishing and operating City
Hall.
(2) Work with the Auditor, Chief Finance Officer, City Clerk, Deputy
City Clerk and Municipal Court on matters related to the annual budget,
income and expenditures.
(3) Work with the Tax Office staff to ensure efficient assessment of
revenues and collection of taxes.
(4) Review requests for technology such as telephones, photocopiers,
facsimile equipment, computer software and hardware, including training
for staff and service agreements, and make recommendations to Council.
(5) Such other duties or responsibilities as may be delegated by the
City Council from time to time.
D. Public
Works:
(1) Recommend hires and conditions of employment for maintenance personnel;
supervision of work schedule for part-time and full-time maintenance
personnel.
(2) Work with the Municipal Engineer to secure funding for road and highway
improvements.
(3) Work with county government representatives to ensure maintenance
of county roads within the community.
(4) Make recommendations to Council for specific road improvement projects
for City roads.
(5) Maintenance of all property owned by the City of Port Republic, including
City-owned structures.
(6) Responsible for the operation of the Convenience Center and recycling
facility.
(7) Review and recommend the need for all automotive, mowing, earthmoving
and other equipment utilized for maintenance of public buildings,
grounds, roads and rights-of-way.
(8) Responsible for all infrastructure within the City of Port Republic.
(9) Such other duties or responsibilities as may be delegated by the
City Council from time to time.
E. Fire
and Ambulance:
(1) Meet periodically with representatives of the Volunteer Fire Department
and Emergency Rescue Squad to discuss issues related to these emergency
services and funding.
(2) Review emergency calls within the community and report to Council;
make recommendations to Council regarding line items for fire and
ambulance protection.
(3) Represent the City in meetings with other public bodies on matters
involving fire and ambulance protection, including 911 and dispatch
services.
(4) Such other duties or responsibilities as may be delegated by the
City Council from time to time.
F. Police:
(1) Work with the State Police to ensure public safety and the enforcement
of municipal ordinances.
(2) Report to Council on police, law enforcement and public safety matters
within the community.
(3) Represent the community at meetings with the State Police or communities
and agencies when the principal issue involves police and public safety.
(4) Make recommendations to Council regarding the police budget.
(5) Identify and recommend law enforcement needs or problems within the
community.
(6) Such other duties or responsibilities as may be delegated by the
City Council from time to time.
G. Board
of School Estimates:
(1) Work with School Board representatives to develop the annual school
budget.
(2) Recommend and explain to Council provisions of the annual school
budget.
(3) Review and report to Council on major developments involving school
funding and expenditures, including capital improvements and operational
needs.
(4) Such other duties or responsibilities as may be delegated by the
City Council from time to time.
The Mayor shall be the Chairperson of the Police Committee and
Board of School Estimates and shall have such other powers and duties
as provided by law.
The President of Council shall preside at all meetings of the
Council. The Council President shall appoint the standing and special
committees, unless Council shall then direct through a majority vote
of the entire Council.
Special committees may be established with a majority vote of
Council to deal with specific issues which may effect the City or
require special attention by the Council.
