There is hereby created the position of civilian Part-Time Drug Abuse and Resistance Education (DARE)/Safe Schools Resource Specialist (SSRS).
As used in this article, the following terms shall have the meanings indicated:
BUSINESS ADMINISTRATOR
The official appointed by the governing body pursuant to the terms and conditions of Article II who shall serve as the immediate supervisor of the DARE/SSRS in performing his/her duties and responsibilities.
DARE/SSRS
The civilian part-time official charged with the duty of preparing and implementing education and prevention programs to help educate elementary and secondary school pupils, parents and educators concerning the dangers of alcohol and drug abuse.
A. 
The DARE/SSRS shall be appointed by the Township Committee on the basis of his/her background and expertise in the fields of education and/or law enforcement and actual relevant prior experience. In addition, the person appointed to serve as the civilian part-time DARE/SSRS shall be trained and certified to perform the duties of the position.
B. 
The Township may employ a qualified retired police officer to serve as the civilian DARE/SSRS. The DARE/SSRS shall be assigned to the Department of Administration and shall report to the Business Administrator; provided, however, that the Business Administrator may delegate all or part of his/her supervisory responsibilities to the Chief of Police as the Business Administrator deems necessary or appropriate.
The DARE/SSRS shall be appointed to a term of office not to exceed one year, which term shall expire on December 31 of each and every year. A reappointment may be made by the Township Committee during its annual Reorganization Meeting. The DARE/SSRS shall work 30 hours to 33 hours per week during the school year. He/she shall not be entitled to receive any medical and dental health benefits, or earn and accrue vacation and sick leave or receive holiday pay.
The compensation for the DARE/SSRS position shall be fixed by the governing body, and may be increased, decreased or modified from time to time by the governing body in the manner prescribed by law.
A. 
The DARE/SSRS shall be responsible in preparing and implementing education and prevention programs to help educate elementary and secondary school pupils, parents and educators concerning the dangers of alcohol and drug abuse.
B. 
The DARE/SSRS shall also work closely with the Township's Police Department in a civilian capacity and serve as the liaison between the schools and the Department in notifying law enforcement of any possible violations of criminal law. However, nothing herein shall be construed as authorizing the DARE/SSRS to exercise police powers or to engage in the actual investigation, apprehension or detention of violators of the law.
C. 
The DARE/SSRS shall be available to work with the Township's Substance Awareness Council, the local and regional school district administrators and the various parent/teacher associations in planning and coordinating substance awareness programs.
D. 
Upon request, the DARE/SSRS shall be available to attend meetings of the Substance Awareness Council and the local PTA's in order to provide guidance and advice on any issue related to substance awareness.
