No person shall keep any dog or cat of licensing age within
the Borough without first obtaining a license therefor, to be issued
by the licensing authority upon application by the owner and payment
of the prescribed fee.
The person applying for a license shall pay a fee of $9 for
the license of a spayed or neutered dog or cat and a fee of $12 for
the license of a nonaltered dog or cat. The license, registration
tags and renewal shall expire annually on January 31.
The owner of any newly acquired dog or cat of licensing age
or of any dog or cat which attains licensing age shall make application
for a license and registration tag for such dog or cat within 10 days
after such acquisition or age attainment.
The application shall state the name, street address and the
post office address of the owner, as well as the dog's or cat's
breed, sex, age, color and markings, whether the dog or cat is longhaired
or shorthaired, and whether the dog or cat is altered. The information
on the application and the registration number issued for the dog
or cat shall be preserved for a period of five years by the licensing
authority, who shall forward similar information to the State Department
of Health and Senior Services each month. Registration numbers shall
be issued in the order of the applications.
Any owner of a dog or cat of licensing age shall annually, in
the month of January, apply for a license and official metal registration
tag for each dog or cat from the licensing authority and shall place
upon each such dog or cat a collar or harness with the registration
tag securely fastened thereto.
License fees shall be subject to a two-dollar-per-month late
fee, which fee shall not exceed $10, for persons applying after the
expiration date as indicated in this article.
