The details for the administration of land use, development, planning
and zoning regulations in the Borough shall be set forth in a Planning
Code which may be adopted by Council under this Charter. The details
shall include but shall not be limited to provisions for the appointment
compensations, duties and functions of a Planning Commission and a
Zoning Hearing Board, the adoption or modification of a Comprehensive
Development Plan for the physical development of the Borough and procedures
for the implementation of a Comprehensive Development Plan by the
Council. Council may adopt this proposed Planning Code by ordinance
with an affirmative vote by at least five of its members following
a public hearing according to § C-29 of this Charter. Council
may not amend the Planning Code subsequent to the public hearing,
unless approved by an affirmative vote by at least five of its members
following a new public hearing according to § C-29 of this
Charter.
