After the adoption of this article by the Tyrone Borough Council,
under the Housing Rehabilitation Program which the Borough of Tyrone
is participating in known as "CDBG," an individual shall no longer
be ineligible to participate in said program in the event that there
is a welfare lien against his or her property.
