The Borough Manager shall be the Chief Operating Officer (or Chief Administrative Officer) of the Borough and shall have those powers and duties prescribed by law, the Charter and by ordinance, including the power and duty to:
A. 
Authorize a department head or other officer responsible to the Borough Manager to appoint and remove subordinates serving under that department head or officer.
B. 
Designate an officer or employee to perform the duties of any office or position in the administrative service under the control of the Borough Manager which is vacant or which lacks administration due to the absence or disability of the incumbent.
C. 
Prescribe such rules and regulations as shall be deemed necessary or expedient for the conduct and operation of administrative departments and to revoke, suspend or amend any rule or regulation of the administrative service by whomever prescribed, unless contained in an ordinance or resolution adopted by the Council.
D. 
Investigate or inquire, either personally or through a person designated by the Borough Manager, into the operations of any department and, subject to the approval and authorization of the Council, to employ consultants and professional counsel to aid in such investigations or inquiries.
E. 
Overrule or set aside any action taken by a department head and to assume the duties of that department.
F. 
Establish committees within the administrative service and to appoint officers and employees as shall be necessary for the purpose of considering and resolving administrative problems.
G. 
Assign any employee of the administrative service to any department requiring the services of that employee; provided, however, that such assignment is appropriate to and consistent with the personnel system's classification of the employee and applicable personnel rule and regulations.
H. 
Appoint, within the limits of the annual budget, administrative and secretarial personnel to assist in the performance of the duties of the office.
I. 
Authorize payments of Borough monies through electronic funds transfers for the payments of Borough expenditures. In the event that the Borough Manager is unavailable, such transfers may be authorized by the Mayor or a designated member of Borough Council.
