The Waste Management Department shall be responsible for the
design, construction, operation and maintenance of the wastewater
system for all designated users and for the management of the pretreatment
program.
The Waste Management Department shall be headed by a Superintendent,
who shall be responsible to the Borough Manager for the performance
of the function of the Department.
The duties of the Superintendent shall be to:

Construct, operate and maintain public wastewater collection, treatment
and disposal structures, facilities and appurtenances and to maintain
an EPA-approved pretreatment program.[1]
