A. 
The following boards and commissions are hereby created:

(1) 
The Pension Board.
(2) 
The Zoning Hearing Board.[1]

B. 
Except where otherwise provided by law, the Charter or ordinance, all boards and commissions shall be advisory in nature and perform no administrative function.
A. 
The appointment of members of all boards and commissions shall be as provided in the Charter.
B. 
A member of any board or commission may be removed by the appointing authority for cause.
C. 
All boards and commissions shall consist of three to five members with terms of membership of four years in duration or as otherwise provided for in law, the Charter or ordinance.
D. 
The terms of no more than a simple majority of the membership shall expire during the same calendar year.
E. 
Any vacancy on a board or commission shall be filled by the appointing authority for the remainder of the unexpired term. Such members shall be appointed within 60 days from the date that the vacancy occurs.
F. 
The members of any board or commission shall serve without compensation, except as otherwise provided by law, the Charter or ordinance. Members may be reimbursed for any reasonable expenses incurred in the performance of their duties.
G. 
All members of boards and commissions shall be residents of the municipality.
A. 
Each board and commission shall provide for rules and regulations governing its operation. Such rules and regulations shall provide for the keeping of records pertaining to its duties, for the conduct of meetings and public hearings and for a periodic reporting to the residents of the municipality and the Borough Manager.
B. 
The Borough Manager shall attach each board or commission to an appropriate unit of the administrative service for necessary staff, liaison and administrative assistance.
