Active members of the fire companies comprising the Fire Department
of the Borough of Tyrone are hereby authorized to install and maintain,
at their own expense, on their private automobiles one conventional-type
automobile spotlamp with a blue lens. Such firemen may display a blue
lens in a spotlamp mounted on the driver's side of the vehicle where
a spotlamp is normally operated under full control of the driver at
all times; provided, however, that such blue light shall be no less
than 42 inches above the ground. No blue light may be mounted on any
bumper, grille or fender or on any other part of the vehicle other
than that mentioned above.
The Fire Committee of the Borough Council shall have authority
at any time in its discretion to rescind the authorization granted
to any member of the Fire Department to use such blue lamp on his
automobile or truck and shall report any such change to the Fire Chief
and the Police Chief, and such change shall thereupon become effective.
The Fire Committee shall make such regulations as it deems necessary
relative to the installation and operation of such blue lamps that
are not inconsistent with the provisions of this article.
Such blue lamps shall be operated on the private vehicles of
authorized members of the Volunteer Fire Department only at such times
that such members are actually engaged in answering fire or civil
defense calls in their private vehicles, and shall not be operated
by them at any other time. Borough Police and the Fire Police of the
Borough of Tyrone shall permit such authorized members of the Fire
Department to pass expeditiously through traffic and restricted areas
as emergency vehicles and shall render all necessary assistance to
enable such authorized members to reach the scene of a fire and park
conveniently thereat; provided, however, that such authorized members
of the Fire Department shall at all times be required to observe the
traffic laws of the Commonwealth of Pennsylvania and of the Borough
of Tyrone; and the authority granted in this article does not constitute
authority to them to violate any such traffic laws.

It shall be unlawful for any person other than such authorized
members of the Fire Department of the Borough of Tyrone to operate
any blue lamp on any vehicle within the Borough of Tyrone; and upon
conviction thereof before the Magisterial District Judge, such person
shall be sentenced to pay a fine of not less than $10 nor more than
$1,000 and cost of prosecution for each offense and, in default of
payment thereof, to be imprisoned for not more than 10 days.
