The Borough of Tyrone by its firemen and with its apparatus may render fire service outside the limits of said Borough in the manner and upon the conditions hereinafter provided.
Fire service in the townships and boroughs adjoining and surrounding the Borough of Tyrone shall consist of the following mentioned services and shall be governed by the following rules:
A. 
No fire service shall be extended to any property in any township or borough unless and until the proper authorities of such township or borough shall enter into a contract with the Borough of Tyrone for such service and shall pay the charges therefore as hereinafter provided.
B. 
The ladder truck of the Blazing Arrow Hook and Ladder Company shall render only such rural fire service as is specified by this article and no other. Nor shall said ladder truck be dispatched beyond the limits of the Borough of Tyrone for any other reason or purpose without the express consent of the Fire Chief and/or the Fire Committee of the Borough Council. Nor shall any of the pumping equipment of the various engine companies comprising the Fire Department be dispatched from the Borough for any reason or purpose inconsistent with the terms and conditions of this article without the express consent of the Fire Chief and/or the Fire Committee of the Borough Council.
C. 
Normal general alarm response with all pumping and service equipment of the companies comprising the Tyrone Fire Department, including the ladder truck, will be restricted to the following one-mile limits: south to the Grazierville Bridge, north to the Vail Bridge, east to the Village of Nealmont and west to the lower reservoir of the Tyrone watershed.
D. 
All other rural township fires, regardless of size or extent, shall receive no more than three pieces of pumping or service equipment from the Tyrone Fire Department. One piece of equipment from each of the companies comprising the Fire Department shall be designated the rural service truck, and such designation shall be made by the Fire Chief; provided, however, that if the Borough of Birmingham and/or the Village of Ironsville contract for fire service with the Borough of Tyrone, as required by this article, the ladder truck of the Blazing Arrow Hook and Ladder Company may be included in the response to fire in those communities.
E. 
In the event of a major disaster in any of the townships or boroughs which shall contract for fire service with the Borough of Tyrone as herein aforementioned, the Chief of the Tyrone Fire Department shall have the authority to detail additional men and equipment to attend any fire in said townships or boroughs when, in his opinion, such additional help is required.
F. 
This fire service shall not be extended to any sections of any of said townships or boroughs which are not reached by highways in a good passable condition for the passage of fire apparatus. The officer in charge of responding apparatus shall make every reasonable effort to reach the fire, and his judgment shall be final as to when and where the roads are passable for such apparatus.
G. 
In rendering said fire service, the Borough of Tyrone shall furnish all apparatus, hose and fire equipment, and all apparatus shall be properly covered by necessary insurance to relieve contracting.
The annual charges to be paid by adjoining or surrounding townships and boroughs for service by the Tyrone Fire Department outside the Borough limits shall be determined by the Borough Council and may, from time to time, be changed by the Borough Council; but in all cases charges for such service shall be based upon the relative total assessed valuation of real estate in such contracting townships and boroughs.
Fire service shall be rendered without charges to any city or Borough which maintains an organized Fire Department and which enters into a reciprocal agreement with the Borough of Tyrone for mutual fire service.
No contract for rural fire service shall be entered into under the provisions of this article until such is approved by the Borough Council of the Borough of Tyrone.
