The Mayor shall be recognized as the leader of the government
and shall preside at all meetings of Council and all ceremonial occasions.
The Mayor shall have the authority to perform such duties as
are assigned under this Charter and shall have such further authority
as may from time to time be delegated by Council.
The Mayor shall receive a salary at the rate of Thirty Six Hundred
($3,600.00) Dollars per annum payable monthly, or such other sum as
Council may from time to time ordain; provided said increase shall
not be more than twice the salary of a council member. No ordinance
increasing such salary shall become effective for at least 4 (four)
years after the effective date of this Charter. No increase in salary
shall become effective until the date of commencement of the term
of Mayor elected at the next regular election after such salary increase
and provided that such election follows the adoption of such ordinance
by at least six (6) months. The Mayor shall receive no other compensation,
direct or indirect, for the performance of duties; shall receive no
pension, insurance or other forms of fringe benefits. The Mayor shall
be entitled to actual expenses incurred in the performance of assigned
duties.
The Mayor shall have been a resident of the City of Latrobe
for at least one (1) year prior to date of election, and shall be
a qualified registered voter when elected to office.
The Mayor shall not hold any other compensated City office or
City employment during the term of office or for a period of six (6)
months after vacating of said office or any other office.
The office of the Mayor shall become vacant upon his death,
resignation, removal from office in any manner authorized by law or
this Charter, or forfeiture of his office or for death or failure
to assume such office after election thereto within forty-five (45)
days after the commencement of the term thereof. The Mayor shall forfeit
the office if the officeholder lacks at any time during the term of
office any qualifications for the office prescribed by this Charter
or by law or is convicted of a felony. In addition, the office of
Mayor may be declared vacant due to lack of attendance as described
in Section 310.
If a vacancy shall occur in the office of Mayor for any reason
set forth in this Charter, it shall be filled in the same manner as
vacancies are filled for the office of council.
The Mayor shall have the following specific powers, duties and
authority:
(1) Preside at all regular, special or adjourned meetings of Council.
(2) Serve as ex officio member of all committees of Council.
(3) Execute all official documents, contract obligations properly approved
by Council or required by law.
(4) Provide periodic reports on the state of the City of Latrobe.
(5) Represent the City of Latrobe in discussions and deliberations with
governmental units of government and public agencies.
(6) Negotiate intergovernmental agreements.
(7) Appoint council committees.
(8) Appoint members to special committees approved by Council.
(9) Declare an emergency and direct action provided such declaration
is considered and ratified within forty eight (48) hours of the declaration
for continuation of said emergency.
(10) Appoint with the advice and approval of a majority of Council citizen
members to the City of Latrobe authorities, commissions, agencies
or committees.
(11) Mayor or designee as approved by Council shall execute all checks
and payment drafts of the City of Latrobe in accordance with procedures
established by Council.
(12) Authorize the Deputy Mayor to carry out assigned duties.
The Deputy Mayor shall be designated by a majority vote of Council
at the Organizational Meeting. The Deputy Mayor shall exercise all
the powers and discharge all of the duties of the Mayor during the
Mayor's absence or disability.
