The Solicitor shall be appointed by Council at the organizational
meeting and shall serve at the pleasure of Council and be removed
with or without cause.
The Solicitor shall be a person duly qualified to practice law
in the Commonwealth of Pennsylvania. Compensation shall be established
by Council.
The Solicitor shall be the legal advisor to Council and represent
the legal interests of the City of Latrobe performing, but not limited
to, the following duties:
1. Furnish legal advice and opinions to Council, committees of Council,
the City Manager and other employees in exercising official duties.
2. Conduct the legal assignments of the City of Latrobe.
3. The collection of all debts, taxes and accounts due which are placed
for collection.
4. Approve all surety bonds.
5. The investigation and enforcement of any violation or alleged violation
of the statutes of the Commonwealth of Pennsylvania, this Charter
or ordinances of the City of Latrobe.
6. Preparation or assistance in the preparation of ordinances and resolutions.
7. Complete other assignments directed by Council.
8. Special legal counsel may be retained upon recommendation of the
solicitor subject to the approval of Council.
The Solicitor shall have the right of access to records of any
officer, employees, department, board, authority or commission of
the City of Latrobe.
