The Division of Community Service is hereby established within
and under the Department of Law Enforcement to administer and coordinate
the emergency medical transport services provided by the Township
as a supplement to the services provided by the Township's volunteer
rescue squads.

Divisional functions shall be administered and staff supervised
by the Director of Emergency Medical Services-CSO Program, who shall
report directly to the Chief of Police or his designee. The Director
of Emergency Medical Services-CSO Program shall be assisted by the
Supervisor(s) of Emergency Medical Services.

The Director of Emergency-Medical Services-CSO Program shall
develop and upon approval of the Chief of Police, or his designee,
promulgate a policies and procedures manual establishing the protocols
governing the CSO program. The policies and procedures manual shall
be periodically updated. All community service officers must at all
times be familiar with and follow the policies and procedures so established.
The Division shall be staffed by full- and part-time community
service officers, who shall be considered employees of the Township,
subject to all policies, procedures, and regulations applicable to
Township employees. Community service officers shall report directly
to the Supervisor of Emergency Medical Services CSO Program.

A special duty rate of $30 per hour shall apply to cover the
costs of community service officers preforming standby medical services
for sporting and other events. This fee shall be allotted on an hourly
basis as follows: $25 to the community service officer and $5 to the
Township to cover administrative costs.

The fee schedule for emergency medical services transport by
the Township of Toms River is as follows:
A. Base rate: The base rate is $800 per transport. This rate includes
the dispatch of two EMTs; services of basic life support; and emergency
ambulance transportation to the following health care facilities:

(4) Centrastate Medical Center.
(5) Jersey University Medical Center (in the event that a Level 1 trauma
center is needed).
B. Mileage charge: A mileage charge of $18 per mile shall be added to
the base rate.

C. Other fees:

(1) Oxygen administration: $75.
(2) Disposable cervical collar: $35.
(5) Nonemergency (scheduled) stretcher transport: $500.
(6) Refusal fee (treatment without transport): $200.
(7) Narcan administration: $150.
D. Third-party plan for emergency medical services:
(1) The New Jersey State Department of Health has issued licensure for
the Toms River Township Police Department Emergency Medical Services
(the "EMS program") administered by the Township of Toms River; and
(2) The Township has a "provider number" with federal and state Medicare/Medicaid
programs, which number enables the municipality to engage in a third-party
payment plan ("payment plan"); and
(3) Most residents have a health insurance plan or Medicare/Medicaid
which provides payments to relieve their payment obligations; and
(4) The Township shall not balance-bill the deductibles and co-pays for
Toms River Township residents, including those covered by Medicare/Medicaid,
or bill Toms River Township residents for payment obligations without
insurance coverage.
(5) It is in the best interest of the taxpayers of the Township to fully
utilize its payment plan in accordance with Health Care Finance Administration
guidelines (HCFA) so that taxpayers will not be responsible for any
out-of-pocket expenses.
E. Billing responsibility: The Township Business Administrator and the
Township Chief Financial Officer, in consultation with the municipality's
EMS program consultant, will be responsible for the plan's billing.
F. Contracts with first aid squads: The Township may contract with the volunteer first aid squads on an individual basis to provide third-party billing as established in Subsections
C through
F.
G. Filings: A certified copy of Subsections
D through
F shall be filed with the applicable federal and/or state agencies.
