Every individual who is detained and/or arrested for any traffic offense or violation of the Crimes Code of the Commonwealth of Pennsylvania and who is detained at a facility operated by the municipality with whom West Brandywine Township has contracted for detention and feeding of such individual shall be liable and responsible and required to pay for such detention services.
