The Controller shall be responsible for exercising overall control
over the finances of the municipality.

The duties of the Controller shall be established by Council
either by separate ordinance or in the Administrative Code. Subject
to the policies and limitations established by Council, the Controller's
duties shall be to review investments and fiscal affairs of the municipality,
authorize payments and expenditures only for duly authorized and lawful
purposes, suggest plans to Council for the management and improvement
of the municipality's finances, and to report to Council on any
and all such reviews or actions taken by him.
The Controller shall operate his office within the limits of
the budget established by Council. Council may furnish facilities
and services to assist the Controller in the performance of his duties.
The Controller shall cooperate with the Municipal Auditor in
the conduct of annual and special audits.
