No person shall abandon any vehicle within the Village or on
Village property within or without the corporate limits, and no person
shall leave any vehicle at any place within the Village or on Village
property within or without the corporate limits for such time and
under such circumstances as to cause the vehicle reasonably to appear
to have been abandoned.
No person shall leave any partially dismantled, nonoperating,
wrecked, or junked vehicle on any street or highway within the Village
or on Village property within or without the corporate limits, provided
the vehicle may be left at a place authorized by the Village for the
dumping and disposal of garbage and rubbish in accordance with the
ordinances of the Village and the rules and regulations governing
such dumping ground.

A. No person in charge or control of any property other than Village
property within the Village, or other than persons or entities operating
a business enterprise in a lawful operation of such business enterprise,
shall allow any partially dismantled, nonoperating, wrecked, junked
or discarded vehicle to remain on the property longer than 30 days.
No person shall leave any vehicle on Village property within or without
the corporate limits longer than 48 hours. No person or entity shall
allow any partially dismantled, nonoperating, wrecked, junked or discarded
vehicle to remain on the property of the business enterprise operated
in a lawful operation of such business enterprise longer than 60 days.
This chapter shall not apply to a vehicle in an enclosed building
or a vehicle in an appropriate storage place or depository maintained
in a lawful place and manner by the Village.
B. This section shall not apply to lawfully operated auto junkyards,
as defined by the ordinances of the Village.
The owner of or person abandoning, parking or otherwise keeping
a vehicle in violation of this chapter which is impounded under this
chapter shall be charged a sufficient fee to cover expenses of impounding
and enforcement of this chapter. This fee may be collected by the
Village in an action at law and must be paid prior to the release
of the vehicle impounded. This fee shall be in addition to the fine
provided for herein for the violation of this chapter. Unclaimed vehicles
may be sold at public auction by the Village pursuant to ILCS Ch.
625, Act 5.

For purposes of this chapter, the following definitions shall
apply unless the context clearly indicates or requires a different
meaning:
ABANDONED VEHICLE
Any vehicle in a state of disrepair rendering the vehicle
incapable of being driven in its condition or any vehicle that has
not been moved or used for seven consecutive days or more and is apparently
deserted.

Whoever violates any provisions of this chapter for which no other penalty is specified shall be subject to the penalty set forth in §
10-99 of the Code.
