Unless the context specifically indicates otherwise, the meaning
of the terms used in these rates, rules and regulations shall be as
follows:
APARTMENT
One of a series of attached one family dwelling units each
having a common or party wall or walls between it and neighboring
units, and which shares with its attached neighboring dwelling units
such facilities as pedestrian walks, gardens, lawns, utilities, sanitary
systems and recreation area.
BIOCHEMICAL OXYGEN DEMAND (BOD)
The quantity of oxygen utilized in the biochemical oxidation
of organic matter under standard laboratory procedure in five days
of 20° C., expressed in milligrams per liter.
BUILDING DRAIN
That part of the lowest horizontal piping of a drainage system
which receives the discharge from soil, waste and other wastewater
drainage pipes inside the walls of the building and conveys it to
the building sewer, beginning five feet (1.5 meters) outside the inner
face of the building wall.
BUILDING SEWER
The extension from the building drain to the public sewer
or other place of disposal, also called "house connection" or "lateral."
CHECK VALVE
A valve which allows flow in a pipe one way only.
COMMERCIAL UNIT
A nonresidential unit or that which is engaged in the buying,
selling and/or rental of merchandise or services. Such units would
be retail and wholesale businesses, service organizations, financial
institutions, professional and business offices, schools, eating and
drinking establishments, funeral homes and similar facilities.
CONDOMINIUM
One of a series of attached one-family dwelling units each
having common or party wall or walls between it and neighboring dwelling
units. Each condominium unit shall have separate and individual utility
systems.
CUSTOMER
The applicant for water and/or sewer service at one household
or business, whether owner or tenant, and who enters into an agreement
with the Department and will be the owner of record.
DEPARTMENT
The Glassboro Water and Sewer Department.
DOMESTIC CONSUMER UNIT
A single dwelling or structure normally occupied by a single
family and is equal to 300 gallons per day of flow.
DOMESTIC SEWAGE
The normal waterborne fluid wastes from residences, commercial
establishments, institutions and industrial establishments, limited
to the wastes from kitchens, bathrooms, water closets, lavatories
and laundries.
EASEMENT
An acquired legal right by the Department for the specific
use of land owned by others.
EXISTING RESIDENTIAL PROPERTIES
A building, structure or house now erected, which may be
occupied or used by human beings, on a lot designed and occupied exclusively
as a residence for one or more families.
FLOATABLE OIL
Oil, fat or grease in a physical state such that it will
separate by gravity from wastewater by treatment in an approved pretreatment
facility. The wastewater shall be considered free of floatable fat
if it is properly pretreated and the wastewater does not interfere
with the collection system.
GARBAGE
The animal and vegetable waste resulting from the handling,
preparation, cooking and serving of foods.
GREASE TRAP
A device designed with the primary purpose to assure free-flowing
drainage through pipe lines at all times by intercepting, separating,
accumulating and recovering grease and solids from sanitary lines.
INDUSTRIAL WASTES
The wastewater from industrial processes, trade, or business
as distinct from domestic or sanitary wastes or sewage.
LATERAL
The service line owned by the customer and extending from
the dwelling or establishment to the curbline (as per Department details
and specifications).
MAIN
The Department-owned or -leased piping and appurtenances,
in or along public highways and streets, or along privately owned
right-of-way, used for the transmission or distribution of water to
or for the collection of domestic sewage or industrial wastes from
its customer.
METER PIT
A device which provides an area for placement of a water
meter and which is a self contained isolated unit with applicable
fittings to accept such meter.
MIXED-USE BUILDING
A building which can include a combination of residential,
commercial, cultural, institutional and/or industrial uses, but the
uses are contained within the same building.

OWNER
Any individual, firm, company, association, society, corporation,
or group.
pH
The logarithm of the reciprocal of the hydrogen ion concentration.
The concentration is the weight of hydrogen ions, in grams, per liter
of solution. Neutral water, for example, has a pH value of 7.0.
POTABLE WATER
Any water used, or intended to be used, for drinking and
culinary purposes.
PROPERLY SHREDDED GARBAGE
The wastes from the preparation, cooking and dispensing of
food that have been shredded to such a degree that all particles will
be carried freely under the flow conditions normally prevailing in
public sewers, with no particle greater than 1/2 inch (1.27 centimeters)
in any dimension.
PUBLIC COMMUNITY WATER SYSTEM
A public water system which serves at least 15 service connections
used by year-round residents or regularly serves at least 25 year-round
residents.
PUBLIC SEWER
A common sanitary sewer controlled by a governmental agency
or public utility.
PUBLIC WATER SYSTEM
A system for the provision to the public of piped water for
human consumption, if such system has at least 15 service connections
or regularly serves an average of at least 25 individuals daily at
least 60 days out of the year. Such term includes any collection,
treatment, storage and distribution facilities under control of the
operator of such system and used primarily in connection with such
system, and any collection or pretreatment storage facilities not
under such control which are used primarily in connection with such
system. A public water system is either a "community water system"
or a "non-community water system."
SANITARY SEWER
A sewer that carries liquid and water-carried wastes from
residences, commercial buildings, industrial plants, and institutions,
together with minor quantities of ground, storm and surface water
that are not admitted intentionally.
SEWAGE
The spent water of a community. The preferred term is "wastewater."
SEWER
A pipe or conduit that carries wastewater or drainage water.
SLUG
Any discharge of water or wastewater which, in concentration
of any given constituent or in quantity of flow, exceeds for any period
or duration longer than 15 minutes more than five times the average
twenty-four-hour concentration of flows during normal operation and
shall adversely affect the collection system and/or performance of
the wastewater treatment works.
STORM DRAIN or STORM SEWER
A drain or sewer for conveying water, groundwater, subsurface
water or unpolluted water from any source.
SUBSURFACE PLUMBING
The location of any plumbing fixture below the grade of the
sewer line which services the premises.
SUPERINTENDENT
The person in charge of potable water and wastewater facilities
and/or works; and/or of the Glassboro Water and Sewer Department or
his/her authorized representative. Superintendent shall be licensed
in accordance with N.J.A.C. 7:10-13.
SUSPENDED SOLIDS
Total suspended matter that either floats on the surface
of, or is in suspension in, water, wastewater, or other liquids, and
that is removable by laboratory filtering as prescribed in Standard
Methods for the Examination of Water and Wastewater, 13th edition,
of the American Public Health Association, Washington, D.C., 1971,
and referred to as "nonfilterable residue."
TOWNHOUSE
One of a series of attached one-family dwelling units, each
having common or party wall or walls between it and neighboring dwelling
units and having an individual rear yard contiguous to the dwelling
unit designed as an integral part of each one-family dwelling unit
and from which the occupants of the dwelling unit shall have the right
to exclude the public. Each townhouse shall have separate and individual
utility systems.
UNPOLLUTED WATER
Water of quality equal to or better than the effluent criteria
in effect for the receiving water, or water that would not cause violation
of receiving water quality standards.
WASTEWATER
The spent water of a community. It may be a combination of
the liquid and water-carried wastes from residences, commercial buildings,
industrial plants, institutions and any groundwater, surface water
and stormwater that may be present.
WASTEWATER FACILITIES
The structures, equipment, and processes required to collect,
carry away, and treat domestic and industrial wastes and dispose of
the effluent.
WASTEWATER TREATMENT WORKS
An arrangement of devices and structures for treating wastewater,
industrial wastes and sludge. Sometimes used as synonymous with "waste
treatment plant" or "wastewater treatment plant" or "water pollution
control plant."
