A. 
For automatic fire-suppression sprinklers or other automatic fire service devices located inside a building or buildings, a separate service line and backflow preventer will be required, to be used exclusively for fire service. The backflow preventer shall be subject to the review and approval of the Superintendent and Engineer. At the option of the customer, fire hydrants located outside of the buildings may be connected to the fire service line. Each such separate service line shall be subject to the charges shown in the rate schedule. The Department reserves the right to refuse approval for an application for automatic fire service where, in the judgment of the Department, such service is not practical.
B. 
The customer must provide the Department with engineering/architectural plans which show the entire fire-suppression system along with an engineer's report stating the total demand the fire-suppression system will place on the Borough's system. A fire flow test shall be performed at the nearest fire hydrant in relation to the proposed construction site.
C. 
It is agreed by the parties receiving public fire service, private fire service or any other service, that the Department does not assume any liability as insurer of property or person and that the Department does not guarantee any special service, pressure, capacity or facility, other than is permitted by the ordinary and changing operating conditions of the Department, as the same exists from day to day. It is agreed by the parties receiving services that the Department shall be free and exempt from any and all claims for injury to any person or property by reason of fire, water or failure to supply water pressure or capacity.
All meters for private fire service shall be approved by the Department, and shall be furnished and installed by the Department in addition to the connection fee. Meters will be set in an approved type of cast iron, brick or concrete masonry meter vaults, adequately drained, located on the premises of the customer. The meter vaults are to be constructed and maintained at the expense of the customer. Meters and vaults shall at all times be accessible to the Department, its officers and employees.
Fees shall be based on direct annual hydrant costs; repairs, maintenance, inspection and replacement of old or deficient hydrants.
No person except the Superintendent for each division or his authorized agents, or firemen for use of the Fire Department, shall open or use the curb cocks in any public or private main or open any public hydrant unless permission from the Superintendent in charge is first obtained therefor, and no person having a hydrant or service on his premises shall permit the water therefrom to be drawn, taken or used by the occupants of other premises or any others not paying a water fee or charge.
When, in the judgment of the Department, it is practical, private unmetered fire service lines may be permitted to be installed at the expense of the owner, and shall be subject to the charges shown in the rate schedule.
Bills will be rendered quarterly on the date shown on the Department voucher. All bills are due and payable on presentation.
