A supply of water for building or other special purposes, except
on a lot or premises already supplied with a metered water connection,
must be specially applied for and fees paid as specified in the Rate
Schedule. All applications for water for building construction purposes
must be signed by the owner or his duly authorized agent and submitted
to the Department. The application shall be interpreted to mean that
the water is to be used from a builder's hydrant, temporarily adapted
with a meter.
