The Zoning Board of Appeals shall be constituted and have the duties as provided for in §
455-85 of Chapter
455, Zoning, of this Code.

A. How
constituted. The Library Board shall consist of seven members appointed
by the Mayor, subject to confirmation by the Council, for a term of
three years, in such manner as to effect the appointment of two members
each year. For appointments made in the year 2017, each term shall
commence on July 1, 2017. For appointments made in the year 2018 and
thereafter, each term shall commence May 1 in the year of appointment.
One member shall be appointed by the Mayor representing the Potosi
Library Branch. The Mayor shall appoint, as one of the members, the
Lancaster School District administrator or the administrator's representative
to represent the Lancaster School District. Not more than one member
of the Council shall, at any one time, be a member of the Board. A
majority of the Board shall constitute a quorum.
B. Powers
and duties. The Library Board shall have the powers and duties prescribed
by § 43.58, Wis. Stats. The library custodians shall be
supervised by the Library Board.

The Board of Review shall consist of the Mayor, Clerk/Treasurer
and three Alderpersons who shall be appointed by the Mayor, subject
to confirmation by the Council, for a term of one year. Such appointments
shall be made as of the Common Council organizational meeting of each
year.

A. Established.
There is hereby established a Police and Fire Commission having the
duties, powers and responsibilities set forth in § 62.13,
Wis. Stats.
B. How
appointed. The number of Commissioners and manner of appointment shall
be as prescribed in § 62.13, Wis. Stats.
C. Organization.
The Clerk/Treasurer shall, within three days of their appointment,
notify each Commissioner in writing of their appointment and cause
them to file an oath of office prior to the first meeting of the Commission.
The Clerk/Treasurer shall establish the time and place for the first
meeting of the Commission. At such meeting, the Commission shall elect
a Secretary, who shall keep minutes of all Commission proceedings;
a Chairperson, who shall preside over the meetings; and a Vice Chairperson,
who shall preside over the meetings in the absence of the Chairperson.
All officers shall hold office for a term of five years.
D. Meetings.
The Commissioners shall meet as a Commission as needed with appropriate
notice of such meeting to be given.
E. Quorum.
The Commission may take any authorized action by a majority vote of
the members present.

A. How constituted.
The GDCLF Advisory Committee shall consist of five members, of which
one shall be a member of the Council to be elected annually by the
Council in April during the Common Council organizational meeting
for a term of one year beginning on May 1. The remaining four members
shall be citizens of Lancaster appointed by the Mayor, subject to
confirmation by the Council, for a term of four years, each beginning
on the first of May, appointed in such a manner so as to have one
member appointed each year. Such appointments shall be made in April
during the Common Council organizational meeting. Each of the initial
four citizen members of the Committee appointed in April 2021 shall
be appointed to a term of one, two, three, or four years in length.
Notwithstanding the foregoing, on an interim basis, the Council may
elect one member of the Council to serve on the Committee, and the
Mayor may appoint four citizen members, subject to confirmation by
the Council, to serve on this Committee until April 30, 2021.
B. Organization
and rules. The Committee shall fix the time and place of its meetings,
elect a Chairperson and Secretary, and keep a written record of its
proceedings and all actions taken, a copy of which shall be filed
with the Clerk/Treasurer. Three members shall constitute a quorum.
C. Duties.
The GDCLF Advisory Committee shall advise the Common Council in all
matters pertaining to the It's A Great Day in the City of Lancaster
Fund, including, but not limited to, making recommendations to the
Council regarding the management and investment of the funds of GDCLF.
The Council shall provide to the Committee, on at least an annual
basis, a report on the use of GDCLF funds, any reimbursement plans,
and the management and investment of GDCLF funds.
