Any owner of property abutting upon any street in which there is a water main constructed or acquired by the Borough shall make connection with the waterline for the purpose of supplying water to such property.
Any owner not complying with the above requirement shall be given 45 days' notice that such water connection is required, and, upon failure of the owner to make such connection, the Borough may make the same and collect the cost thereof from the owner by a municipal claim or an action of assumpsit.
No person, partnership or corporation owning property within the Borough of Slippery Rock, which is now or which hereinafter may be connected to the Borough water system, will be permitted to establish an individual well or private water system for the supplying of water for human use and consumption.

I. 
Bulk water sales: $20 tank truck load, plus the price of the water in accordance with Subsection A above.
J. 
Septic tank pumpers shall be permitted, until further notice, to dump holding tank wastes and septic tank wastes at the dump station provided near the Borough sewage treatment plant upon arrangement with the sewage treatment plant operator and shall pay the Borough for that service at the following rates:
(1) 
Holding tank wastes: $0.02 per gallon.
(2) 
Septic tank wastes: $0.04 per gallon.
It shall be the duty of the Borough to furnish and install meters. Every building hereafter constructed shall be metered before any water shall be furnished to the building. All meters shall be owned and provided by the Borough. The Borough reserves the right to require the owner of the building to provide a backflow prevention valve where there is risk of contamination of the water system. The applicant shall inquire as to whether the installation of a pressure-regulating valve would be desirable at the location of the property.
A. 
Bills for water and sewer service will be rendered monthly based on monthly meter readings, with the Borough reserving the right to periodically render a bill based on estimated usage.
B. 
All bills for water service and sewage service shall be rendered to the owner of the premises to which the water and sewer service is furnished, and such owner shall in all cases be liable for payment of such bill.
C. 
The owner may request the Borough to render the bill in the name of the tenant by a written order from the owner. Also, the owner, upon termination of occupancy by any tenant or occupant, shall notify the Borough, and the owner shall be liable for payment, including delinquent charges unpaid as of the date of termination and not covered by the tenant security deposit.
The owner of property served by the water and sewer system shall notify the Borough immediately of any change of ownership of such property so that the Borough may cause the meter to be read so that the final consumption shall be billed to the seller and all future billings shall be made to the buyer.
All charges shall be payable monthly at the First National Bank of Slippery Rock or at the Borough office at 306 East Water Street, being due and payable on the first day of each month. Every customer who shall fail to pay in full any charge within 18 days after the same shall become due and payable shall be subject to a penalty of 10% of the amount of such charge. If not paid within 48 days after the same shall become due, said charge plus penalty shall bear interest at 1 1/2% per month or fraction thereof. The Borough shall have the right to cut off service from the delinquent premises and not to restore the same until all delinquent charges and a fee of $20 for the cost of restoring service shall have been paid.
The Borough shall have charge and management of the water and sewer system and shall issue from time to time such rules and regulations governing the use, operation and maintenance of said water and sewer system as it shall deem necessary.
Each applicant providing a fire hydrant or hose connection for their own benefit shall be charged additionally according to the current rate schedule a monthly charge for each said connection as a ready-to-serve charge.
A. 
The service connection charge for water connection is hereby set at $650 for a single equivalent dwelling unit. An additional charge for multiple equivalent dwelling units to be individually metered will be at the rate of $125 per unit for the next four units; $100 per unit for the next 20 units; and $75 per unit over 25 units.
B. 
If a property owner requests a single meter for multiple-dwelling-unit property and agrees that the property will perpetually be served by a single meter and is willing to record this on the property deed and further agrees to pay the monthly service charges as they exist or may change in the future on a multiple-building basis broken monthly into increments based on the number of occupied units as certified monthly and integrated back to a single billing (see § 368-14) to the property owner and further to pay the costs of any additional metering, plumbing, etc., if the owner should wish to and the Borough agrees to allow reversion to individual meters and billing procedures at a later date, then the service connection charge shall be $100 per unit for the second through 50 units, $75 per unit for the next 20 units and $35 per unit for each unit over 25 units. In this instance, a recordable legal agreement shall be executed setting forth the proper conditions of providing service.
C. 
In any event, the minimum water service connection charge shall be $650.
The following definitions shall apply for water service and sewer service:
A. 
Buildings or properties served by a single service line but used for apartments, industrial, public or mixed use, that is, residential and commercial or residential and industrial or any combination thereof, shall be charged a fee for connection into the water system as per § 368-11 and the sewer system as per § 368-26, with each self-sufficient area considered as a unit.
B. 
Each apartment, mobile home or dormitory-type structure having a separate kitchen and bath shall be considered one unit.
C. 
If a mobile home development would construct a water and sewer system in accordance with Borough standards and said development would deed the system, including rights-of-way, to the Borough and would request the Borough to maintain the system in accordance with Borough policy, then each service connection into the system for each mobile home would be at the rate of $650. For a mobile home park with a privately owned distribution system, the service connection fees would be as in § 368-11, above, and would have to be master metered even if individually metered, with the park owner responsible for any water loss in his private system.
All properties, except multiunit, connected to the sanitary sewer and having an independent water supply shall be metered and charged for sewer service according to the above rates. The Borough shall install and maintain the required meter on the independent water supply, but installation and maintenance shall be at the owner's expense.
All owners of property having a master metered mobile home park or a multiunit building or buildings thereon ("multiunit" being defined as a building with more than one apartment or living quarters and/or business establishment), presently having one water meter, shall be billed at the applicable rates in the following manner:
A. 
The total meter reading in gallons to be divided by the number of occupied units in the multiunit, thereby establishing the average reading in gallons per unit. This average reading shall be applied to the current schedule of rates for water and sewer service thereof establishing a cost per unit, but not less than the current minimum per occupied unit per month, whichever is greater. This cost in turn shall be multiplied by the number of occupied units in the multiunit as established above, thus totaling the bill to be rendered to the owner of the property.
All newly constructed multiunit buildings shall be constructed so as to accommodate, through a water header within the building, individual water meters for each unit within the multiunit building or sign a binding agreement with the Borough which will allow the Borough to charge according to § 368-14 above. Said agreement shall be recorded and run with the property.
For all properties having multiple units connected to the sanitary sewer, which units are not connected to said water facilities of the Borough but have an independent source of water supply, said sewage service shall be metered at the current rates in the following manner:
A. 
The total meter reading in gallons is to be divided by the number of units in the multiunit building, thereby establishing the average reading in gallons per unit. This average reading shall be applied to the current minimum for sewer service only per occupied unit per month and be multiplied by the number of occupied units in the multiunit building to be rendered to the owner of the property. The water meter is to be furnished and installed by the Borough, but the costs for installation and maintenance of said meter shall be at the property owner's expense.
All owners of mobile home parks connected to the municipal water system and sanitary sewer system shall have one meter or the option described under § 368-12 above and shall be metered at the current rates in the following manner if the individually metered option is not chosen:
A. 
The total reading in gallons to be divided by the number of occupied mobile homes in the park as determined by the Borough official and certified by the mobile home park manager during the monthly reading of the meter, thereby establishing the average reading in gallons per occupied mobile home. This average reading shall be applied to the current schedule of rates for water and sewer service, thereby establishing a cost per mobile home, but not less than the current minimum per mobile home per month, whichever is greater. The mobile home park operator shall certify to the owner the number of units in the park monthly. The cost, in turn, shall be multiplied by the number of mobile homes as established above, thus totaling the bill to be rendered to the owner of the mobile home park.
For the protection of the water system, the following regulations shall be in force:
A. 
No person shall damage, injure, molest, disturb or interfere with any pipe, hydrant, stop cock, reservoir, machinery, tool or any other property belonging to or appurtenant to the water system.
B. 
No person shall, except with authority from the Borough, open, close, interfere with, or attach to or connect with any fire hydrant, stop valve or stop cock operated or maintained by the Borough; provided, however, in the case of fire and the opening and use of the fire hydrants needed in the fighting thereof, shall be under the direction of the Fire Chief or presiding officer at the fire.
C. 
Any violation under this section would be punishable under the Pennsylvania Criminal Code.[1]

Applications for water and/or sanitary sewerage service shall have been made to the Borough by the owner of such premises or by his authorized agent. Such application shall be made upon a form to be furnished by the Borough, and, upon such application, the applicant shall state fully all purposes for which he shall desire such water and shall answer fairly and without concealment all necessary questions relating to number of units, accessibility of neighbor and all possibilities for illegal use of water.
No person, except an authorized employee of the Borough, shall tap any main or distributing pipe. Service connections shall be furnished and installed by the Borough from the street to the rights-of-way or property line, including stop cock and box.
The service pipe shall be the property of the owner of the premises to which it is connected and shall be installed according to the specifications of the Borough. All repairs to the same shall be made at the expense of such property owner, who shall keep his pipes and fixtures in good repair so as to avoid unnecessary waste and protect the meter against frost. The property owner shall be held responsible for any waste or damage that may result from any defective service pipe or other pipe located within the premises or any fixtures. No water shall be turned on permanently in any location until the Borough shall be satisfied that every applicable provision of this article has been complied with. Prior to such approval of the Borough, water may be turned on by the person doing such work only as may be necessary in order to test his work. Shutoff valves shall be located where accessible at all times and shall be provided for each metered unit to allow for Borough operation as required without entering other occupied units.
If a meter fails to register or otherwise becomes out of order, such meter shall be repaired or replaced by the Borough, and the current bill shall be estimated and determined by the average amount of water used in a previous corresponding period. No deduction from any water bill shall be allowed on account of leakage.
Any water meter owned by Slippery Rock Water and Sewer Authority, and as leased to Slippery Rock Borough, which is installed on the premises of a user of the Borough water and becomes damaged while installed shall be repaired by the Borough for such user at a cost of $30.
If any customer shall doubt the correctness of the meter measuring the water delivered to his premises, he may, upon application to the Borough, have such meter tested. Should such test show the meter registering incorrectly beyond 4% of the accurate amount, his account shall be adjusted accordingly. If such test shows a deviation of less than 4%, his account shall be charged a service charge of $30.
No customer or property owner shall take, allow or receive, or permit to be taken or received, any water from the water system into a building, except that such water shall have passed through and been registered by such meter. Any violation under this section would be punishable under the Pennsylvania Criminal Code.[1]

A. 
The service connection charge for sanitary sewer connections is hereby fixed at $850 for a single equivalent dwelling unit where construction of the gravity service is required of the Borough. Where a gravity service lateral is provided to the property, the fee is $250. The minimum sanitary sewer connection charge shall be $250. All customers shall be connected to the sewers as directed by the Borough at the actual cost to the Borough plus the minimum fee of $250 and shall be connected only after the applicant has deposited with the Borough an amount estimated by the Borough. Alternative pressure (§ 368-30) sewer service connections being similar to water service connections shall be constructed at the applicable water service connection rate in § 368-11 above, $650.
B. 
Further, the Borough shall stipulate the size of sewer line and types of material to be used. The minimum size line for a single equivalent dwelling unit shall be four inches. If the Borough deems it necessary due to the location of the connection, it can require, at the owner's expense, the installation of a backwater valve to protect the owner.
In all manufacturing plants where water is used but not discharged into the sanitary sewer system, the plant shall segregate the system and use reduction meters to arrive at the sanitary sewer rental charge. Water entering the sewer from industrial process or sanitary facilities would be charged in accordance with the rate schedule, provided that the characteristics of the industrial waste is similar to sanitary sewerage.
A. 
The Borough reserves the right to impose surcharges for collection and treatment of trade, industrial and commercial wastes should such wastes be acceptable to the Borough. Further, the Borough can require pretreatment of the waste prior to discharge into the Borough system or, if completely incompatible, provide its own treatment facilities with the discharge to a natural waterway, all in accordance with the regulations promulgated and enforced by the Pennsylvania Department of Environmental Protection or its successor.
B. 
The surcharge charged by the Borough would be based on the strength and character of the waste produced. The determination of the strength and character shall be done by the Borough at the cost of the establishment requesting service.
A. 
Special charges shall be paid to the Borough prior to obtaining service from certain waterlines and sewer lines constructed in Slippery Rock which were constructed under waterline and sewer line construction agreements entered into pursuant to the Comprehensive Plan for Water and Sewer Service (two agreements) and benefiting properties that did not contribute to said line construction, excluding lots in a subdivision by a developer party to contract for construction of sewer lines and waterlines into Slippery Rock Township. The fees shall be the proportionate pro rata share of documented construction cost of the line, per front foot of property served.
B. 
Any developer of property in the Borough limits of Slippery Rock Borough may, at time of construction and prior to transfer of title of lines to the Municipal Authority, request to enter into an agreement to recover costs of line across properties of other owners at time they request service. This section shall not preclude collection of usual tap-in charges in accordance with Borough regulations.
In areas where conventional gravity sewers are not available and as provided in Ord. No. 346, dated April 4, 1989, alternative pressure sewer connections can be made as individually approved by the administrative staff. Approval shall be granted only after a construction sketch and specifications are submitted which show the placement of the facilities, especially the location of the check valve on the sewage discharge line; the motor pump control and the alarm; and the interlocked solenoid valve with manual override in the water supply line to prevent water damage to the property served. The applicant must acknowledge his responsibility to pay pumping costs, maintain pumps, pump septic or holding tank at least each second year, all at his expense (pumper can dump free at the Borough approved location), pay applicable sewer rates and agree that the Borough may enter his property to pump septic or holding tank when needed if not voluntarily pumped when directed by the Borough. Cost for the pumping shall be charged to the applicant. Each new subdivision with lots requiring the alternative system shall be so noted on the recorded Mylar for the subdivision plan.
No lead in any form, solder, piping or fittings shall be used in any part of the water system, private or public.
