The Park and Recreation Commission shall consist of nine members
to be appointed by Council. Appointment shall be for a five-year term,
and no more than two members' terms shall expire in any one year.
An appointment to fill a vacancy shall be only for the unexpired portion
of that term. The Park and Recreation Commission shall make such rules
and regulations for its own organization and procedure, consistent
with the ordinances of the Borough and the laws of the commonwealth.
The members of the Park and Recreation Commission shall serve
without compensation and shall make annually to the Council a report
of their activities. They may employ such persons as are necessary
to operate the parks and recreation programs within the Borough, whose
salaries and wages and other necessary expenses of the Commission,
where approved by Council, shall be provided for through property
appropriation by Council.
The Park and Recreation Commission shall make full and complete
reports to the Borough of Slippery Rock and the school district of
the Borough of Slippery Rock at such times as may be designated or
requested by the Council and the Borough School Board. The fiscal
year of the Commission shall be the same as that of the Borough of
Slippery Rock.
Such powers as are now or may hereafter be provided by the laws
of the Commonwealth of Pennsylvania or by ordinances of the Borough
of Slippery Rock relating to the development and operation of recreational
programs are hereby vested in the Park and Recreation Commission,
to be exercised by it, subject to any and all restrictions contained
in such powers and ordinances.
