The operation and maintenance of the Slippery Rock Municipal
Park shall be the responsibility of the Slippery Rock Park and Recreation
Commission, as from time to time appointed and reappointed by the
Borough Council of Slippery Rock, Butler County, Pennsylvania.

The Slippery Rock Municipal Park shall be governed by the rules
and regulations as set forth in this chapter, as well as Slippery
Rock Borough ordinances governing municipal property.

The park shall be open to the public daily from 9:00 a.m. to
10:00 p.m. Any use of said park at times other than said times shall
only be permitted upon approval of the Park and Recreation Commission.
In no instance shall the permitted use extend beyond the hour of 12:00
midnight. It shall be unlawful for any person or persons to occupy
or be present in said park during any hours in which the park is not
open to the public. Any section or part of the park may be declared
closed to the public by the Park and Recreation Commission, or its
duly appointed employee, at any time and for any interval of time,
either temporarily or at regular or stated intervals, at the discretion
of the Park and Recreation Commission.

A. No person in the park shall throw, discharge, or otherwise place
or cause to be placed in the waters of any fountain, pond, lake, stream,
bay or other body of water in or adjacent to any park or any tributary,
stream, storm sewer or drain flowing into such waters any substance,
matter or thing, liquid or solid, which will or may result in the
pollution of said waters.
B. No person in the park shall have brought in or have dumped, deposited
or leave any bottles, broken glass, ashes, paper, boxes, cans, dirt,
rubbish, waste, garbage, or refuse, or other trash. No such refuse
or trash shall be placed in any waters in or contiguous to any park,
or left anywhere on the grounds thereof, but shall be placed in the
proper receptacles provided for this purpose. In the event receptacles
are not immediately available in any given area, such rubbish or waste
shall be removed from the park by the person responsible for bringing
or having it in the park and disposed elsewhere.
C. Fires are to be built only in fireplaces provided for this purpose.
The area around and adjacent to fireplaces shall at all times be kept
free of refuse and any combustible materials. All fires are to be
extinguished before persons using the fires leave the fireplace areas.
D. No person shall at any time for any reason, unless under the direction
of the Park and Recreation Commission, cut, mutilate, remove or take
away any trees, shrubs, flowers or plants growing within the park
area.
E. No person shall wash dishes, pans or silverware or any kitchen items
at drinking fountains within the park.
F. No person shall remove or deface any sign, poster, building or equipment
or any other property within the park area.
G. The maximum speed limit for motor vehicles traveling within the park
shall be 15 miles per hour. The Park and Recreation Commission shall
cause to be erected within the park signs indicating the speed limit
at such intervals as the Park and Recreation Commission shall determine.
Said speed limit shall also be posted in a prominent location at all
entrances to the park.
H. All licensed motor vehicles, including motorcycles and recreational
vehicles, shall drive only on roadways and streets. They shall be
parked only in designated parking areas. No unlicensed motor vehicle
shall be on the park at any time.
I. No unlicensed motorized bicycle, minibike, trail bike, terrain vehicle
or any similar motorized vehicle shall be operated within the park
area of the Slippery Rock Municipal Park or any other park area of
the Borough of Slippery Rock, whether now existing or hereinafter
created, at any time.
Any group in excess of 50 persons shall make a reservation with
the Park and Recreation Commission and obtain permission for such
group to use the park. Any group desiring specific dates and/or specific
facilities shall make an advance reservation with the Park and Recreation
Commission. The Park and Recreation Commission shall take reservations
and allot park facilities on a first-come-first-served basis. Where
no reservations are made in advance, the use of the park facilities
shall be used jointly with other visitors or as they become available.
Persons using the park facilities will do so at their own risk.
The Park and Recreation Commission shall cause to be erected, at various
places within the park, notice that users are using the park at their
own risk. No agent, employee or servant has the authority either express
or implied to bind the Park and Recreation Commission or the Borough
of Slippery Rock in any manner whatsoever.

A. Nonprofit organizations sponsoring any fund-raising activities within
the Slippery Rock Municipal Park shall pay a deposit as set from time
to time by resolution of the Park and Recreation Commission to the
Slippery Rock Park and Recreation Commission. Said deposit shall be
returned to the organization after inspection of outdoor facilities
and grounds by the Recreation Director or a Park and Recreation Commission
staff member, to insure that facilities and grounds are free of damage
and accumulated refuse.
B. Profit-making groups shall negotiate the terms for use of the park
with the Park and Recreation Commission.

The Park and Recreation Commission may cause to be posted within
the park from time to time regulations for the use of the park and
conduct within the park, including conduct of the visitors thereto,
discarding of trash, use of alcoholic and controlled substances, camping,
athletic activities, animals, use of firearms, commercial traffic
and other vehicular traffic, selling or soliciting and any other matters,
including but not limited to subjects previously set forth in this
chapter.

The Borough police shall enforce this chapter. They shall check
information received and violations observed.

Slippery Rock Borough shall cause to be posted at the entrances
to the Slippery Rock Municipal Park a prominently displayed sign setting
forth the restrictions and penalty contained in this chapter.

Any person who violates or permits a violation of this chapter
shall, upon being found liable therefor, pay a fine of not more than
$600, plus court costs and reasonable attorneys' fees incurred by
the Borough in the enforcement proceedings. If the penalty is not
paid, the Borough shall initiate a civil action for collection in
accordance with the Pennsylvania Rules of Civil Procedure. Each day
a violation exists shall constitute a separate offense, and each section
of this chapter that is violated shall also constitute a separate
offense. In addition to or in lieu of enforcement under this section,
the Borough may enforce this chapter in equity in the Court of Common
Pleas of Butler County.

All parks, playgrounds, and all facilities within said parks
and playgrounds shall henceforth be a tobacco- and nicotine-free environment
for all staff and visitors. This article covers the use of any and
all tobacco and nicotine products. For the purposes of this article,
"tobacco" is defined to include any lighted or unlighted cigarette,
cigar, pipe, and any other smoking product; and spit tobacco, also
known as smokeless, dip, chew, spitless, snus and snuff, in any form;
including, but not limited to, non-FDA-approved cessation nicotine
products, digital/electronic nicotine delivery systems, e.g., "e-cigarette,"
vapor products (vape pen) or anything that simulates or can be construed
as being a smoking or smokeless tobacco product (i.e., herbal smoking
products) and applies to employees and all nonemployees, including
visitors and vendors. Appropriate signage will be placed in all parks
to notify all visitors/volunteers of the tobacco- and nicotine-free
resolution. Any outside activities conducted by staff/visitors/volunteers
working in any capacity for the park shall be tobacco and electronic
cigarette free. In addition, tobacco cessation and awareness programs,
referrals and resources will be made available to employees and visitors/vendors
who desire to stop using tobacco (PA Free Quitline, 1-800-Quitnow,
and PA.Quitlogix.org).
