There is hereby established a Farmland and Open
Space Committee which shall consist of nine members whose terms and
powers are hereinafter set forth.

The Farmland and Open Space Committee shall
be comprised of the following members:
A. A member of the Township Committee shall be appointed
as a liaison to the Farmland and Open Space Committee
B. Nine citizens of the Township appointed by the Township
Committee.
C. Two citizens of the Township, appointed by the Township Committee
as "Alternate No. 1" and "Alternate No. 2," who shall serve during
the absence or disqualification of any regular member or members.
The term of each alternate member shall be two years, except that
the terms of the alternate members first appointed shall be for two
years for Alternate No. 1 and one year for Alternate No. 2, so that
the term of not more than one alternate member shall expire in any
one year. A vacancy occurring otherwise than by expiration of term
shall be filled by the appointing authority for the unexpired term
only. An alternate member may participate in discussions of the proceedings
but may not vote except in the absence or disqualification of a regular
member. A vote shall not be delayed in order that a regular member
may vote instead of an alternate member.

The Farmland and Open Space Committee shall
select from among its members a Chairman and a Vice Chairman to serve
as the President office in the absence of the Chairman. The Committee
shall also select a Secretary whose function shall be to maintain
minutes of the Committee's meeting and records of the proceedings
of the Committee.
The Farmland and Open Space Committee shall
hold its annual organization meeting in January.
No property acquired by the Township for open
space acquisition shall be leased or sold until the sale or lease
of the same has been authorized by the Township Committee in the manner
prescribed by law. Any such property shall be deed-restricted, in
accordance with language approved by the Township Attorney, provided
that such property shall be set aside exclusively for open space or
agricultural purposes.
