A. 
Within the Ellisville Public Works Facility, 553 Old State Road is an area designated for the City's brush chipping and yard waste program. This program is for the sole benefit of residents of single-family homes, duplex homes or residential condominiums/villas within the Ellisville City limits. There shall be no cost for Ellisville residents to participate in this program.
B. 
Between the hours of dawn to dusk at the above designated area: an Ellisville resident may deposit brush, leaves and tree trimmings from their residence within the Ellisville City limits; and an Ellisville resident may collect mulch produced as a result of the brush chipping program and yard waste drop off program for use at their residence within the Ellisville City limits. The term "resident" may include commercial entities acting on behalf of a resident and with the resident in attendance. Non-residents are prohibited from depositing any brush, leaves or tree trimmings at or removing mulch from the Ellisville Public Works Facility.
C. 
Only the following biodegradable items are approved for deposit in designated areas:
1. 
Bushes.
2. 
Leaves.
3. 
Tree and brush trimmings.
4. 
Branches less than four (4) inches in diameter and six (6) feet in length
5. 
Christmas trees during the months of December and January.
D. 
Items which are prohibited for deposit in park areas include, but are not limited to, the following:
1. 
Grass clippings.
2. 
Plastic bags.
3. 
Household goods.
4. 
Metal objects.
5. 
Plastic containers.
6. 
Tree stumps.
7. 
Lumber and construction materials.
8. 
Garbage.
E. 
No items will be accepted from any individual or company involved in a commercial nursery, landscaping or related business. No individual or company involved in a commercial nursery, landscaping or related business may collect mulch.
F. 
Anyone depositing or picking up may be requested to show proof of residency and must do so upon the request of a Police Officer, Parks Department personnel or public works personnel.
G. 
Any commercial entity not acting on behalf of and with a resident convicted of violating this Section shall be subject to a fine of not less than eight hundred dollars ($800.00) for each offense. Any other non-resident convicted of violating this Section shall be subject to a fine of not less than two hundred dollars ($200.00) for each offense.
