A. 
For the purposes of this Chapter, the following words and phrases shall have the meanings respectively ascribed to them by this Section:
ADULT BOOKSTORE OR NOVELTY STORE
Shall be defined the same as that definition stated in Section 400.090 of the Municipal Code of Ellisville.
ADULT ENTERTAINMENT BUSINESS OR ESTABLISHMENT
Shall be defined the same as that definition stated in Section 400.090 of the Municipal Code of Ellisville.
ADULT ENTERTAINMENT FACILITY
Shall be defined the same as that definition stated in Section 400.090 of the Municipal Code of Ellisville.
BATHHOUSE
Shall be defined the same as that definition stated in Section 400.090 of the Municipal Code of Ellisville.
BUILDING MEMORIAL
The permanent part of a building which denotes the name of the building, date of erection, historical significance, dedication or other similar information, provided that it is less than six (6) square feet in surface area and no more than one (1) per building.
CITY
The City of Ellisville, Missouri.
CODE ENFORCEMENT OFFICER
The Code Enforcement Officer, his/her designee or other individual(s) authorized by the City.

COLOR TEMPERATURE/CCT
The color appearance of a white LED. CCT is defined in degrees Kelvin; a warm light is around two thousand seven hundred (2,700) K, moving to neutral white at around four thousand (4,000) K, and to cool white, at five thousand (5,000) K or more.

DOUBLE-SIDED or DOUBLE-FACED
A sign featuring two (2) faces placed back-to-back to one another; exclusive of v-shaped signs.
FRONTAGE
Shall be defined the same as that definition stated in Section 400.090 of the Municipal Code of Ellisville.
GLARE
The uncomfortable brightness of a light shining into your eyes, leaving you unable to see much of anything else (extreme examples are the setting sun and oncoming auto headlights). Glare arises from a light source being brighter than its surroundings. It can cause annoyance, discomfort and loss of visual performance and visibility. Direct glare is the result of the light source shining into the viewer's eyes. Indirect glare results from objects that are too brightly lit.
GRADE
Shall be defined the same as that definition stated in Section 400.090 of the Municipal Code of Ellisville.
LAMP/LIGHT SOURCE
The component of luminaire that produces the actual light, commonly known as the "bulb" or "light bulb."

LIGHTING
1. 
BACK LITChannel letters are illuminated through both the front face and also out of the back of the letter at the same time. At night, both a crisp lit face, as well as, a soft halo is visible from behind each letter.
2. 
EXTERNALLYSigns are lit from a source not within the sign.
3. 
OPENThe signs are manufactured much like the standard channel letter, but utilize clear acrylic faces to expose the raw neon of the sign.
4. 
REVERSE/HALOThe preferred method of illuminating signs. The entire letter is made of solid aluminum construction and the back is left open, thereby exposing the light source. The letters are offset mounted from the wall surface such that the neon lighting is allowed to shine through the back with a halo effect on the wall surface.
5. 
STANDARD/FACE-LITChannel letters have colored acrylic translucent faces illuminated by internal neon tubing, housed in an aluminum letter or frame.
LOT
Shall be defined the same as that definition stated in Section 400.090 of the Municipal Code of Ellisville.
MASSAGE PARLOR OR SHOP
Shall be defined the same as that definition stated in Section 400.090 of the Municipal Code of Ellisville.
MINI-SHOP
Shall be defined the same as that definition stated in Section 400.090 of the Municipal Code of Ellisville.
MODELING STUDIO
Shall be defined the same as that definition stated in Section 400.090 of the Municipal Code of Ellisville.
NUISANCE, PUBLIC
Any thing or condition that endangers health and safety or unreasonably offends the senses or obstructs the free use and comfortable enjoyment of property or essentially interferes with the comfortable enjoyment of life.
PERSON
Any natural person, firm, partnership, association, corporation, company or organization of any kind.
PREMISES
That portion of real property or a building on which signage is located and to which the signage pertains and which may contain one (1) or more lots.
SIGN
Shall be defined the same as that definition stated in Section 400.090 of the Municipal Code of Ellisville.
SIGN AREA
The area of the sign facing. The sign area of a multifaced sign is the sum of the sign area of each face. If a sign is attached to a building or suspended in any manner, whereby there is no apparent trim or confining border, the sign area shall be computed by drawing an imaginary straight line around a generally rectangular margin and measuring the area so encompassed by these lines.
SIGN FACING
Any surface of a sign upon, against or through which the advertising message is displayed or illustrated, including structural trim, which displays or upon which is displayed any sign of any kind.
SIGN STRUCTURE
The sign and all parts associated with its construction, including its supports, molding, battens, capping, nailing, strips, latticing, platforms and any other attachment.
SIGN TYPES
1. 
ADVISORYA sign providing information to the public such as "No Trespassing," "No Solicitations," "Private," "Keep Out," "Beware of Dog," etc.
2. 
BALLOONAn envelope of material used to attract attention to a business or special event which, when filled with or is in constant process of being filled with cold air, billows to a point of stretching the envelope to its fullest extension and causing the envelope to provide moderate retention of the cold air forced into it, but excluding any balloon filled with heated air, helium or any other gas capable of enabling the envelope for flight of any height or duration.
3. 
BANNERA temporary paper, plastic or cloth sign hung to attract attention to a business or special event.
4. 
BILLBOARDAn off-site advertising sign regulated by Article VII of this Code.
5. 
COMMERCIAL SPECIAL EVENTA temporary sign announcing a special event or activity to be held on a lot or premises located in a commercial or light industrial zoning district which is unique to the owner of the property on which the sign is posted.
6. 
CONSTRUCTION/DEVELOPMENTA temporary sign used during construction of new buildings or reconstruction of or additions to existing buildings, such as those identifying the project and denoting the owner, proposed occupant, architect, engineer, contractor and financing institutions of the project or any combination of those entities so named herein.
7. 
DIRECTIONALA sign without identification or advertisement that indicates a direction for vehicular or pedestrian traffic, movement or other characteristic.
8. 
FLAGA piece of fabric of distinctive design used as a symbol or other communicative device.
9. 
FLAG, ORNAMENTALAny garden flag typically placed in a yard or any house flag typically mounted on the building facade.
10. 
GARAGE SALEA temporary sign advertising the sale of personal property at a specified location for personal or institutional benefit, excluding commercial benefit.
11. 
HOME OCCUPATIONA permanent sign advertising a business or service operated from a residence as permitted by the Zoning Ordinance.
12. 
INSTITUTIONALA sign identifying a use in a residential or commercial zoning district other than a single-family residential use, excluding commercial/business uses.
13. 
INSTITUTIONAL SPECIAL EVENTA temporary sign announcing a special event or activity to be held on a premises located in a residential or commercial zoning district that is used for other than a single-family residential use, excluding commercial/business uses, which such event or activity is unique to the owner of the property on which the sign is posted.
14. 
HELIUM BALLOONA helium balloon is any balloon that stays in the air because it is filled with a gas less dense than air or lighter than air (such as helium or hydrogen). Helium balloons are prohibited.
15. 
LIVING SIGNA structure, display, drawing, message, plaque or poster held by or under the control of or attached to a human or animal, located outdoors, for the purpose of advertising or providing information about a business, commodity, service, product or other commercial activity. A person or animal dressed in a costume for the purpose of advertising or providing information about a business, commodity, service, product or other commercial activity also shall constitute a living sign. Living signs do not include activities or structures, displays, drawings, messages, plaques or posters involving non-commercial speech.
16. 
MESSAGE BOARDSAn electronic sign with a fixed or changing display or message composed of a series of lights that may be changed through electronic means, including clocks and time and weather information.

17. 
MONUMENTA low, permanent structure located on the same premises as the use(s) it identifies or advertises, which has its bottom portion erected upon or supported by the ground, planter box, pedestal or other compatible structural supports, with no more than twelve (12) inches clearance between any portion of the bottom edge of the sign and that which it rests upon, with a maximum of two (2) faces.
18. 
NON-COMMERCIALAny temporary sign that contains a personal message or shows support for or identifies a cause or organization, excluding political signs and any sign containing an advertising message describing products, locations or services being offered to the public.
19. 
OFF-SITEAny sign advertising an article, product, service or event not manufactured, assembled, processed, repaired, serviced, sold, delivered or held on the premises on which the sign is located.
20. 
PENNANT STREAMERSA long narrow strip of material with multiple pennants/flags used for advertising or calling attention. The size and color of the pennants/flags may vary. Pennant streamers are prohibited.
21. 
PERMANENTA sign firmly attached to the ground, wall, window or other portion of a building and not designed or intended to be readily removed or relocated.
22. 
POLEA freestanding sign that is affixed, attached or erected on one (1) or more poles.
23. 
POLITICALA temporary sign announcing or supporting candidates or issues in connection with any national, State or local election.
24. 
PORTABLEA sign that is not permanently affixed to a building, structure or ground and that may be readily moved or relocated, including A-frame signs, signs consisting of two (2) hinged boards used for placement on the ground or the shoulders of a person, and signs placed on motor vehicles, trailers or other transportable devices, other than non-integral information, such as identification of owner or lessee of said motor vehicle, trailer or other transportable device.
25. 
REAL ESTATE, INDIVIDUAL PREMISESAn advertising sign pertaining to the prospective rental, lease, development or sale of the individual premises on which it is located.
26. 
REAL ESTATE, SUBDIVISIONAn advertising sign pertaining to the prospective rental, lease, development or sale of individual lots or premises located in a residential subdivision, including a street map of any area placed on such a sign.
27. 
ROOFAny sign erected on a roof but excluding wall signs which do not project greater than two (2) feet above a wall. The generally vertical plane of a mansard-type roof shall be interpreted as the same as a wall of a building.
28. 
TEMPORARYA sign that is designed or intended to be readily removed or relocated.
SPECIFIED SEXUAL ACTIVITIES
Shall be defined the same as that definition stated in Section 400.090 of the Municipal Code of Ellisville.
STANDARD OUTDOOR ADVERTISING STRUCTURE
See "billboard."
SUBDIVISION IDENTIFICATION
A monument sign identifying a subdivision entry, subdivision name or street names within the subdivision or combination thereof.
TENT
A pavilion, portable lodge or canvas house enclosed with walls of cloth or other material and covered with the same material used in conjunction with signs for a special event or promotion.
VEHICULAR
Any sign permanently affixed to any vehicle or painted directly on the vehicle or temporarily attached to a vehicle by magnetic or other means.
V-SHAPED
Any sign with two (2) faces that are not parallel, are attached at one end and at an angle to one another in the shape of the letter "V."
WALL
A sign either attached to or constructed on a building wall and identifying the business or other entity using the building, with the plane of the sign face parallel to the plane of the corresponding wall and including any sign constructed or installed by relief into or onto any such wall and any sign attached to or illustrated on the generally vertical plane of a marquee, canopy or awning.
WINDOW
A sign affixed, posted or placed in or on the exterior or interior of a window exposed to public view.
ZONING ORDINANCE
Chapter 400 of the Municipal Code of the City of Ellisville, including the current Zoning District Map related thereto.
