Upon expiration of the term of the
City Collector last elected in 1992, the Mayor, with consent and approval
of the City Council, shall appoint in April of each year a City Collector.

The appointed City Collector shall
receive no fees, compensation, salary or other remuneration for performing
the duties of City Collector.
