A. 
As used in this Chapter, the following words shall have these prescribed meanings:
PARADE
Any parade, march, ceremony, show, exhibition, pageant or procession of any kind or any similar display in or upon any street in the City.
PERSON
Any person, firm, partnership, association, corporation, company or organization of any kind.
B. 
The Chief of Police is hereby authorized to terminate any parade when the conduct of the parade or any person acting as a participant, is reasonably likely to cause injury to persons or property.
C. 
Persons participating in a parade may not distribute gifts, merchandise, literature, hand-outs, candy or other materials from moving vehicles or parade floats during the parade. No material may be thrown along the parade route. Participants may assign walkers to hand items to spectators along the parade route. Walkers shall only distribute gifts, merchandise, literature, hand-outs, candy or other materials as far off the road as possible to avoid children and other spectators from running into the streets and so long as such activity does not draw spectators into the streets.
D. 
No alcoholic beverages, including, but not limited to, intoxicating liquor, may be possessed or consumed by any person either before or while participating in any parade. This prohibition shall not apply to spectators along the parade route.
E. 
All motor vehicles and parade floats shall be propelled at a safe speed and shall maintain a safe distance between parade participants.
F. 
No motor vehicles shall be permitted in any parade when, due to the size, they are unable to operate safely upon the streets and while turning corners.
