All private sewers or drains which
connect with or discharge into any public, district or private sewer
shall be made and constructed in accordance with the provisions of
this Article and inconformity with the plans, specifications, rules
and regulations of the City Engineer, who shall have general supervision
of all such work.

Private sewers shall be constructed
at the expense of the owners of the property for which the sewer is
required, and the property owner shall be liable for the cost of repairing
or cleaning the same.

No person shall excavate around or
under any public, district or private sewer or drain therewith, nor
construct or repair any sewer or drain on any public street, alley
or highway, except under and in accordance with the terms and conditions
of a license or permit so to do, issued by or with the authority of
the City Engineer, and such permit will be issued only to such persons
as have given bond indemnifying and saving the City harmless from
all damages arising from such work.

Whenever a permit or license is granted
to the owners or representatives of property to sewer the same, in
any sewer district, and before a district sewer is constructed therein,
such owners or representatives shall be taken and considered and held
to be petitioners to the City Council for the construction of district
sewers in such district, whenever any property owners within such
district shall petition the City Council for same.

No license or permit for sewer construction
under the preceding Sections shall be issued if the property to be
drained by the proposed sewer, or any part thereof, has ever been
assessed for the construction of district sewers until such assessment
has been paid.

All licenses or permits for sewer
connections granted under this Article shall be subject to the condition
that the property owner take all risk or damage that may result from
water settling back into their premises from the public or district
sewers; and to prevent such settling back, the owner shall be required
at his/her own cost to put in a self-acting valve in all cases where
a backflow may be apprehended, and it shall be the duty of the owner
to keep the valve in condition for services at all times. The City
Engineer shall furnish all information in the possession of his/her
department as to the position, depth and grade of sewers and the position
of "Y" branches.

Any work done without the license
or permit required by this Article, or which was done without inspection
by the City Engineer, shall be treated as defective work and may be
uncovered and disconnected from the public, district or private sewer,
or if the City Engineer so elects, reconstruction at the expense of
the owner of the property drained. It is the duty of the City Engineer
to inspect carefully the construction of sewers, and no work shall
be covered up until so inspected, and he/she shall have the right
to enter upon premises for that purpose and require the work to be
shown to him/her.

No person shall injure, break or
remove any portion of any manhole, flush tank or any part of the public
district or private sewers, and when any person shall desire to lay
or drive any pipe in any of the streets or alleys upon which sewers
are laid, they shall give at least forty-eight (48) hours' notice
to the City Engineer.

No material shall be used in construction
of sewers or drains to be connected with public, district or private
sewers, except such as are approved by the City Engineer. Every pipe,
whether of iron, PVC, or other materials, shall be sound and impervious
in all its parts and joined following manufacturers specifications.
The inside of every sewer and drain shall, after it is laid, be left
perfectly smooth and clean throughout its whole length and the end
of all sewers and drains not to be immediately used shall be securely
closed against the entrance of dirt or earth, by a stop made of watertight
and imperishable material.
