A. The
Park Zoning District is intended to preserve certain areas that have
been judged viable for permanent preservation, while at the same time
establishing other areas for recreational use. The City recognizes
the very important role recreation and open space play in the provision
of a healthy community and, to that end, the permitted and conditional
uses provided in the park district are limited to those activities
which support or are related to the preservation of open space and
recreational lands. In order to preserve the character of our community
these areas should be treated as finite, irreplaceable resources with
both public and private value.
B. The
purpose of this district is to maintain and preserve those areas that
are designated and developed for recreational purposes. Only a limited
number of recreational uses are permitted as a matter of right, with
all other proposed recreational uses and structures requiring approval
through the permit process. Approval of any proposed recreational
uses and structures is directly dependent upon their compatibility
with the surrounding community.
C. Nothing
contained in this Article shall prohibit the City from entering into
an agreement with an educational institution(s) for the joint use
of any park facilities.

A. The
following are permitted uses in the Park Zoning District:
1. Publicly owned parks, playfields and playgrounds.
2. Other recreational uses which include, but are not limited to, recreational
activities, picnicking, jogging, totlots and areas for bicycling,
hiking, nature areas, tennis courts and wildlife sanctuaries.
3. Historic sites and buildings.
4. Natural or primitive areas.
5. Public utility facilities.
6. Accessory uses, buildings or activities incidental to listed uses.
7. Public buildings or facilities which are owned or leased by the City.
8. Residential use of any residence in existence at the time this zoning
classification is imposed on any property.
9. Residential use by any City personnel.

A. The following may be permitted as conditional uses in the Park Zoning District, if approved pursuant to the regulations of this Chapter concerning conditional uses and in accordance with the standards and procedures of Sections
405.190 and
405.200.
1. Outdoor and indoor swimming pools, indoor tennis courts, indoor and
outdoor ice rinks, indoor and outdoor basketball or handball courts,
indoor or outdoor baseball, football or soccer fields, and horse pasturing.
3. Recreational and sports activities sponsored or conducted by a not-for-profit
or educational institution.
4. Telecommunications facilities as provided in Section
405.220 of this Chapter.
5.
Ground-mounted solar energy systems and roof-mounted solar energy
systems that are mounted either on the front of the roof or on the
side of the roof facing a street.

A. Authorization. Temporary uses are permitted only as expressly
provided in this Section and shall comply with all existing requirements.
B. Permit Required. No temporary use shall be established unless an occupancy permit evidencing the compliance of such use with the applicable provisions of this Chapter shall have first been issued as provided in Section
405.240. Permits for temporary uses listed shall be issued only after taking into consideration compatibility and impact on the surrounding areas.
C. Use Limitations. No signs in connection with a temporary use shall be permitted except in accordance with the provisions of Chapter
420 of this Title.
D. Particular Temporary Uses Permitted. The following temporary
uses are permitted subject to the regulations and standards set forth
below and further subject to the requirements specified in this Chapter.
2. City sponsored special events.
4. Events related to religious and educational institutions.

A. The
following uses shall not be permitted in the Park Zoning District:
1. Commercial development or office buildings.
3. Hospitals or nursing homes.
4. Above-ground swimming pools.
5. Multi-level parking structures.
6. Any building that is not consistent with the surrounding built environment.
