As used in this chapter, the following terms shall have the
meanings indicated:
COLLECTOR
The person or persons specifically authorized by the Common
Council to collect garbage, rubbish and recyclable materials and dispose
of the same.
CONTAINER
The receptacle provided to each household (except those in
buildings having more than four residential units) for collection
of recyclable materials.
GARBAGE
Defined in § 289.01, Wis. Stats., as discarded
materials resulting from the handling, processing, storage and consumption
of food.
NEWSPAPERS
Matter printed on newsprint, including daily or weekly publications
and advertising circulars, whether delivered separate or accompanying
newspapers, normally delivered or mailed to a household or business
for dissemination of public information, but excluding books, magazines,
catalogs or similar publications.
NONRECYCLABLE MATERIAL
All pyrex glass, window glass, light bulbs, mirrors, broken
glass and china, all styrofoam and melamine type plastics, all waxed
paper, waxed cardboard, envelopes with gummed labels, glossy paper,
magazines and envelopes with plastic windows and all other paper,
garbage and rubbish, telephone directories, etc., not defined as recyclable
material.
RECYCLABLE MATERIAL
Newspapers, brown, green and clear container glass, bimetal
(tin) cans, aluminum cans, No. 1 and No. 2 plastic containers, corrugated
cardboard, other nonglossy cardboard and, effective January 1, 1996,
plastic containers labeled No. 3, No. 4, No. 5, No. 6 and No. 7 and
foam polystyrene packing.
Except where otherwise provided herein, all residential recyclable
material (except from buildings having more than four units) shall
be placed on the curb for collection not more than 12 hours before
the collection date. Curb placement shall be made in the containers,
and the containers shall be removed from the curb not later than 12
hours following the pickup.
All recyclable material collected and deposited as provided
in this chapter shall be the property of the City of Fox Lake.
All rules and regulations for the collection and disposal of
recyclable materials shall be published in the same manner ordinances
are published and after publication shall be in full force and effect.
The City may refuse to furnish collection service of the recyclable
materials or of garbage or of nonrecyclable materials to any person
not complying with this chapter and the rules and regulations promulgated
by the Common Council for the collection of recyclable materials and
the separation of recyclable materials.
