A. Except where otherwise indicated by a crosswalk or other official
traffic control devices, a pedestrian shall cross a roadway at right
angles to the curb or by the shortest route to the opposite curb.
No person shall, after having been given due notice warning by a police
officer, persist in walking or standing on any traffic island or upon
the roadway of any street or highway, except for the purpose of crossing
the roadway at an intersection or designated crosswalk or for the
purpose of entering or exiting a vehicle at the curb or for some other
lawful purpose. Any police officer observing any person violating
this provision may request or order such person to remove themselves
from such roadway or traffic island and may arrest such person if
they fail to comply with such request or order.
B. It shall be unlawful for any person to actuate a pedestrian control
signal or to enter a crosswalk unless a crossing of the roadway is
intended.
Notwithstanding other provisions of this chapter,
every driver of a vehicle shall exercise due care to avoid colliding
with any pedestrian upon any roadway and shall give warning by sounding
the horn when necessary and shall exercise proper precaution upon
observing any child or any obviously confused or incapacitated person
upon a roadway.
