The existing waterworks system and the sewage system of the City of Dexter, Missouri, are declared to be a combined waterworks and sewerage system to be operated and maintained as a combined system as provided for by authority of Section 250.030, RSMo.

A. 
The following charges shall be made for water and sewer which is used within the corporate limits of the City of Dexter:
1. 
The minimum monthly rate for water shall be thirteen dollars and twenty-five cents ($13.25), and the minimum monthly rate for sewers shall be seven dollars and twenty-five cents ($7.25), with a combined minimum of twenty dollars and fifty cents ($20.50).
2. 
The rates for water based upon gallons used per month shall be in accordance with this schedule:

3. 
The rate for sewers shall be a base rate of seven dollars and twenty-five cents ($7.25), plus one dollar ninety-five cents ($1.95) per one thousand (1,000) gallons of water used per month. The user rate is for operation, maintenance, replacement, debt retirement and other miscellaneous expenses. Refer to Section 710.050 for surcharges added for certain (industrial) users.
4. 
Each customer residing at or who occupies a residence where City water is furnished during any part of a month shall be liable for the minimum monthly charge as established by this Chapter and as it may be revised from time to time.

Users of City water outside the corporate limits of the City of Dexter shall be charged in accordance with this schedule:

The Missouri Department of Natural Resources charges an annual primacy fee and annual sewer connection fee to the City of Dexter pursuant to the schedules set forth below:

Swimming pools located within the City of Dexter may, upon approval and direction of the Fire Chief, be filled with water via a fire hydrant for a fee of seventy-five dollars ($75.00).

A. 
All water and sewer bills owed to the City of Dexter, Missouri, shall be paid by the tenth (10th) day of the month.
1. 
If any water bill is not paid by the tenth (10th) day of the month, it shall be delinquent and there shall be a penalty of ten dollars ($10.00) added to such water bill. Statements for water bills shall contain the following language: "$10.00 late charge if not paid before the 11th of each month."

2. 
The water supply to any premises where there is a delinquent water bill shall be cut off on the first (1st) working day after five (5) days' notice thereof to the occupant of said premises. Said notices shall be sent on the eleventh (11th) day of each month or the first (1st) business day thereafter.
3. 
The person to whom water is supplied shall be liable for the payment of the water bill.
4. 
After disconnection is ordered under the terms of this Chapter, a reconnection to the City water supply shall not be made until the total amount owed is paid and until the customer shall have paid to the City Collector a hookup fee of fifty dollars ($50.00) plus an additional fee of thirty-five dollars ($35.00) if said hookup fee is paid after 4:00 P.M. Reconnections will not be made until all customers on the disconnection list have been disconnected. Businesses that are on the disconnection list and are notified verbally by worker on turn-off day will be charged with a reconnection fee. City of Dexter shall have a reasonable amount of time to reconnect water services to all meters turned off due to non-payment.

5. 
All new accounts opened on or after September 1, 2021, shall require the customer to post a one hundred twenty-five dollar ($125.00) deposit with the City Collector prior to any new water hookup being made by the Water Department. Said security deposit shall be refunded to each customer after the fifth (5th) year of continuous water service in the same location, provided such customer has kept his/her account current, upon request.

6. 
All accounts which are delinquent by at least two (2) months during the month of December will automatically be closed and the security deposit will be applied to such closed account.
7. 
Service will be immediately terminated upon notification of a non-sufficient funds check and a forty dollar ($40.00) service fee will be charged in addition to the amount of the returned check.
8. 
A plastic seal shall be installed on the meter valve of all meters which are turned off for non-payment, closed accounts, etc.

A. 
Each user residing at or who occupies a residence, industry or commercial establishment where City sewer is furnished during any part of a month shall be liable for the monthly minimum charge as established in Section 710.040(C) and as it may be revised from time to time. Adjustments to sewer bills may be made as follows:
1. 
Only if sewer charge is double the normal charge;
2. 
Two (2) adjustment per calendar year;
3. 
Leaks must be confirmed by a Water Department worker;
4. 
Adjustment must be requested by customer; and
5. 
Adjustment must be made in the same billing cycle in which additional sewer charges are accrued.
