A. 
Pursuant to Section 644.052, RSMo., persons with a direct or indirect sewer service connection to the City public sewer system shall pay an annual fee per water service connection as provided in this Section. Customers served by multiple water service connections shall pay such fee for each water service connection, except that no single facility served by multiple connections shall pay more than a total of seven hundred dollars ($700.00) per year. The sewer service connection fee shall be collected annually. The fee and shall be billed and collected in August of each year commencing in August of the year 2001 and shall be collected in the same manner as provided for the collection of all other water and sewer charges. All late penalties, disconnection provisions and reconnection charges shall apply to the sewer service connection fee imposed by Section 644.052, RSMo.
B. 
The annual sewer service connection fee shall be as follows:
1. 
Seventy cents ($.70) per residential customer.
2. 
Three dollars ($3.00) per water service connection for all other customers with water service connections of less than or equal to one (1) inch, excluding taps used solely for fire suppression and irrigation systems.
3. 
Ten dollars ($10.00) per water service connection for all other customers with water service connections of more than one (1) inch but less than or equal to four (4) inches, excluding taps used solely for fire suppression and irrigation systems
4. 
Twenty-five dollars ($25.00) per water service connection for all other customers with water service connections of more than four (4) inches, excluding taps used solely for fire suppression and irrigation systems.
C. 
The fees imposed by Section 644.052, RSMo., the collection of which is provided for hereby, shall expire on December 31, 2007, or upon such later date as the General Assembly of the State of Missouri may from time to time extend such fees imposed by Chapter 644.052, RSMo.
D. 
The fees collected hereby are State of Missouri fees and shall be remitted to the State of Missouri as provided by law. Five percent (5%) (or such other percentage or amount as the General Assembly of the State of Missouri may from time to time establish) of the fee revenue collected shall be retained by the City as reimbursement of billing and collection expenses.
