Pursuant to Article VIII of the Township Charter, Council hereby
establishes a Cable Television Advisory Committee.

The Cable Television Advisory Committee shall have not less
than five nor more than seven members, all of whom shall serve without
compensation.

Appointments to the Cable Television Advisory Committee shall
be made by Council by motion or resolution, and the term of office
for each member of the Committee shall be for four years, or until
a successor is appointed and qualified, except that the terms of the
members first appointed pursuant to this chapter shall be so fixed
that no more than two members shall be reappointed or replaced during
any future calendar year.

The members of the Cable Television Advisory Committee shall
appoint their own officers, including a Chairperson and a Secretary.

The Township Engineer shall serve the Cable Television Advisory
Committee as its engineering advisor, and the Township Solicitor shall
serve the Committee as its legal advisor.

All members of the Cable Television Advisory Committee shall
be residents of the Township.

The Cable Television Advisory Committee shall have the following
powers and duties:
(a) The Committee shall maintain and keep on file in the Township offices
records of its sessions.
(b) The Committee shall provide advice and recommendations to Council
regarding cable television matters within the jurisdiction of the
Township.
(c) The Committee is hereby authorized to hold hearings and/or meetings;
to request, in the name of the Township, information from a cable
television franchisee, other governmental agencies and other parties
in order to have sufficient information to make recommendations to
the Township; and to receive, as the Committee deems appropriate,
public comment on the matters before it.
(d) The Committee shall be specifically required to make recommendations
to Council regarding:
(1)
The administration of the Township's duties and responsibilities under Chapter
820 of the Business Regulation and Taxation Code, as the same may be hereafter amended, including, but not limited to, the establishment of cable television rates and equipment prices within the Township's jurisdiction pursuant to rate filings by franchisees;
(2)
The negotiation of cable franchise agreements; and
(3)
The resolution of chronic citizen complaints pertaining to cable
television service issues that are within the jurisdiction of the
Township.
