Council has determined that it is in the best interest of its
citizens to control the speed of traffic on its streets and highways.
Therefore, and in order to promote traffic safety and to protect,
preserve and promote the health, safety and welfare of the citizens
of the Township, Council intends to authorize the means by which its
police officers can enforce traffic speed restrictions.

Words and phrases used in this chapter shall have the meanings
respectively ascribed to them in the Vehicle Code of the Commonwealth
of Pennsylvania, 75 Pa.C.S.A. Sec. 102, as supplemented and amended.

(a) Approval. Council hereby declares its approval of the use of speed-timing
devices to aid in the enforcement of speed restrictions within the
Township.
(b) Types of devices. The types of speed-timing devices which can be
used shall be all mechanical or electrical timing devices which are
approved as provided in the Vehicle Code, 75 Pa.C.S.A. Sec.3368. By
way of example and not limitation, the Township Council specifically
authorizes the use of the "ESP, Model TK 100" unit, manufactured by
Systems Innovation, Inc., of Hallstead, Pa., as well as any and all
other mechanical and/or electrical devices approved by the Department
of Transportation. The ESP speed-timing device above referred to was
approved under the provisions of 75 Pa.C.S.A. Sec.3368(d) by the Department
of Transportation on May 8, 1980.
(c) Authorization and direction to use. Police officers are hereby authorized
and directed to use the approved speed-timing devices to assist in
the enforcement of speed restrictions within the Township.
(d) Signs. Legible signs giving public notice of the use of speed-timing
devices may be posted at or near the public highways at the boundaries
of the Township.
It is a summary offense for any person to violate any of the
provisions of this Traffic Code. Every person convicted of a summary
offense for a violation of any of the provisions of this Traffic Code,
for which another penalty is not provided, shall be sentenced to pay
a fine of $25.
