No person shall own, harbor or keep any dog more than five months
of age without complying with the provisions of Section 174.05(1),
Wis. Stats., relating to the listing, licensing and tagging of dogs.
The license year commences on January 1st and ends on the following
December 31st. A late fee of five dollars shall be charged to the
owner of a dog five months of age or over for failure to obtain a
license prior to April 1st of each year or within 30 days of acquiring
ownership of a licensable dog or if the owner failed to obtain a license
on or before the dog reached licensable age.

In this chapter, unless the context or subject matter otherwise
requires:
AT LARGE
To be off the premises of the owner and not under the control
of the owner or a member of his or her immediate family, either by
leash or otherwise; but a dog within an automobile of its owner or
in any automobile of any other person with consent of the dog's
owner, shall be deemed to be upon the owner's premises.
OWNER
Any person owning, harboring or keeping a dog and the occupant
of any premises on which a dog remains or to which it customarily
returns daily for 10 days is presumed to be harboring or keeping the
dog within the meaning of this chapter.

No person within the Village shall own, harbor or keep any dog
which:
A. Habitually pursues any vehicle upon any public street, alley or highway
in the Village:
B. Assaults or attacks any person;
C. Is at large within the Village:
D. Habitually barks or howls to the annoyance of any person or persons;
E. Kills, wounds or worries any domestic animal;
F. Is known by such person to be infected with rabies or to have been
bitten by a dog known to have been infected with rabies.

Every owner or person harboring or keeping a dog who knows that
such dog has bitten any person shall immediately report such fact
to the health officer and shall keep such dog confined for not less
than 14 days or for such a time as the health officer shall direct.
The owner or keeper of such dog shall surrender the dog for examination
to the health officer or any Village officer upon demand.

Any dog found in violation of this chapter with or without a
license may immediately be taken into custody by any police or peace
officer and impounded in a suitable place provided by the Village
for not more than 10 days. Any such dog may be released upon payment
of the cost of maintenance at the place of impounding. Any dog not
claimed within 10 days shall be disposed of by the police department
in a humane manner and in its discretion.

Persons keeping dogs within the Village limits shall be limited
to two dogs per household with the following exceptions:
A. This shall not apply to households keeping more than two dogs on
or before December 18, 1978. However, an excess of two may continue
to be kept but shall not be replaced, so that ultimately the number
of dogs on such premises shall not exceed two.
B. The provisions of Subsection
A of this section shall not apply to dogs less than six months of age born to dog(s) included in the limitation above.
