[Adopted 5-13-1970 as Sec. 2-23 of the 1970 Revised General Ordinances (Ch. 95 of the 1992 Code)]
There shall be a Board of Recreation Commissioners in the Borough in accordance with the provisions of N.J.S.A. 40:12-1 et seq.
A. 
The Board of Recreation Commissioners shall consist of seven members, who are residents of the Borough appointed by the Mayor.
B. 
The Commissioners first appointed shall serve the following terms: two for one year, two for two years, one for three years, one for four years and one for five years. All terms shall expire on December 31 of each successive year. Thereafter, all appointments shall be for the term of five years and shall expire on December 31 of the appropriate year, and any vacancies shall be filled for the unexpired term only. The members shall serve until their respective successors are appointed and shall qualify.
C. 
Members of the Board shall receive no compensation for their services.
D. 
Two alternate members shall be appointed by the Mayor and Council for a term of one year. Said alternate members may participate in the discussions and the proceedings of the Board but may not vote except in the absence or disqualification of a regular member which would result in a lack of a quorum. In the event that a choice must be made as to which alternate member may vote, alternate number one shall vote. No alternate member shall be permitted to act on any matter in which the alternate has, either directly or indirectly, any personal or financial interest. An alternate member may, after public hearing if he requests one, be removed by the governing body for cause.

A. 
The Board may acquire lands for public playgrounds and recreation areas by gift or purchase, shall select lands for public playgrounds and recreation areas, shall cause surveys to be made thereof together with all necessary estimates and shall have all the powers pursuant to N.J.S.A. 40:12-1 et seq., its supplements and amendments.
B. 
The Board may appoint a Secretary or Clerk and such number of custodians, supervisors and assistants for the several playgrounds and recreation areas under its control as it shall deem necessary and shall fix and determine their salaries.[1]

The Board shall appoint a Chairman from among its members, who shall serve for one year and whose term shall expire on December 31 in the year in which he is appointed.
