Except as otherwise provided in this Chapter, the general election
laws of the State, insofar as the same are applicable, shall apply
to and govern all elections held within the City. The City Clerk is
hereby designated as the election authority for the City.

A. The
City Council hereby specifically eliminates primary elections for
candidates for the City Council of the City of Poplar Bluff.
B. Further,
this action is taken under Section 78.530, RSMo. To the extent required
thereunder, the City Council specifically adopts the provisions of
that Section in eliminating primary elections and avoiding the conduct
of City elections as provided for in said Section.
Any person who desires to become a candidate for an elective
City office at the general City election shall file with the City
Clerk, not prior to the hour of 8:00 A.M., on the sixteenth (16th)
Tuesday prior to, nor later than 5:00 P.M., on the eleventh (11th)
Tuesday prior to the next City municipal election, a written declaration
of his/her intent to become a candidate at said election. The City
Clerk shall keep a permanent record of the names of the candidates,
the offices for which they seek election, and the date of their filing,
and their names shall appear on the ballots in that order.
No person shall be a candidate for municipal office unless such
person complies with the provisions of Section 115.346, RSMo., regarding
payment of municipal taxes or user fees.
The City Clerk shall, on or before the sixteenth (16th) Tuesday
prior to any election at which City offices are to be filled by said
election, notify the general public of the opening filing date, the
office or offices to be filled, the proper place for filing, and the
closing filing date of the election. Such notification may be accomplished
by legal notice published in at least one (1) newspaper of general
circulation in the City.
In City elections, the City Clerk shall notify the County Clerk
prior to 5:00 P.M. on the tenth (10th) Tuesday prior to any City election
except as noted in Section 115.125.1, RSMo. The notice shall be in
writing, shall specify that the City Council is calling the election,
the purpose of the election, the date of the election, and shall include
a certified copy of the legal notice to be published including the
sample ballot. The notice and any other information required by this
Section may, with the prior notification to the election authority
receiving the notice, be accepted by facsimile transmission prior
to 5:00 P.M. on the tenth (10th) Tuesday prior to the election, provided
that the original copy of the notice and a certified copy of the legal
notice to be published shall be received in the office of the election
authority within three (3) business days from the date of the facsimile
transmission.

A. The
City is divided into five (5) Wards numbered One, Two, Three, Four
and Five.
1. Ward Number One. All of that part of the City of
Poplar Bluff, Missouri, which lies within the following boundary:
Beginning at the intersection of the east City limits and the
south and west bank of Black River; north along the south and west
bank of the Black River to the intersection of Henderson Avenue and
Upper R.R.; south on Union Pacific to Velma Street extended west on
Velma Street to Business Highway 67; south on Business Highway 67
to Pike Creek; west and south along the City limits.
2. Ward Number Two. All of that part of the City of
Poplar Bluff, Missouri, which lies within the following boundary:
Beginning at Pike Creek and Business 67 Highway south; north
on Business 67 to Pine Boulevard; east on Pine Boulevard to 9th Street;
north on 9th Street to Spring Street; east on Spring Street to Main
Street; southeast on Main Street to Fairmont Street; north on Fairmont
Street to Harper Street; west on Harper Street to 13th Street, north
on 13th Street to Pershing Street; west on Pershing Street to Park
View Drive; north on Park View Drive and 14th Street to Sylvan Drive;
west on Sylvan Drive to Old Orchard Road; south on Old Orchard Road
to Big Bend Road; west on Big Bend Road to Business Highway 67; northwest
on Business Highway 67 to the City limits.
3. Ward Number Three. All of that part of the City
of Poplar Bluff, Missouri, south and east of the following described
line:
Beginning at the intersection of the north City limits and Black
River; south along Black River to Relief Street extended; west on
Relief Street to Main Street; south on Main Street to Oak Street;
west on Oak Street to 5th Street; south on 5th Street to Pine Boulevard;
west on Pine Boulevard to Business Highway 67; south on Business Highway
67 to Velma Street; east on Velma Street to Union Pacific; northeast
along Upper R.R. to Henderson Avenue; east on Henderson Avenue to
Black River; south along Black River to south City limits.
4. Ward Number Four. All of that part of the City of
Poplar Bluff, Missouri, which lies within the following boundary:
Beginning at North Main Street and the north City limits; south
on North Main Street to Harper Street; west on Harper Street to 13th
Street; north on 13th Street to Pershing Street; west on Pershing
Street to Park View Drive; north on Park View Drive and 14th Street
to Sylvan Drive; west on Sylvan Drive to Old Orchard Road; south on
Old Orchard Road to Big Bend Road; west on Big Bend Road to Business
Highway 67; northwest on Business Highway 67 to the City limits.
5. Ward Number Five. All of that part of the City of
Poplar Bluff, Missouri, which lies within the following boundary:
Beginning at the intersection on North Main Street and the north
City limits; south on Main Street to Harper Street; east on Harper
Street to Fairmont Street; south on Fairmont Street to Main Street;
northwest on Main Street to Spring Street; west on Spring Street to
9th Street; south on 9th Street to Pine Boulevard; east on Pine Boulevard
to 5th Street; north on 5th Street to Oak Street; east on Oak Street
to Main Street; northwest on Main Street to Relief Street; east on
Relief Street to Black River; north along Black River to the north
City limits.
B. On
file in City Hall and marked Exhibit "B" and incorporated herein by
specific reference thereto as if fully set out is a map of the City
of Poplar Bluff outlining the proposed new boundary lines for the
City's five (5) districts.
