A. Generally. All appointments to the various boards, committees
and commissions of the City shall be by resolutions passed by majority
vote of the City Council.
B. Recommendations Of City Manager. The City Manager shall
have the power and duty to recommend to the City Council, from time
to time, the names of persons interested and capable of serving on
any board, commission or committee of the City.
C. When Effective. All appointments to the various boards,
commissions and committees of the City shall become effective immediately
following the vote by the City Council.
D. Removal. The City Council may at any time remove with or
without cause and with or without prior notice any member of any board,
commission or committee by motion, seconded and passed by majority
vote of the Council.

The City Manager shall report periodically to the City Council
all resignations, incapacitations or lack of attendance at meetings
of any member of any City board, commission or committee.

A. The members of the each board created herein shall serve for terms
of three (3) years each, provided the first board shall be appointed
so that one-third (1/3) of its membership shall serve for a term of
one (1) year, one-third (1/3) for two (2) years and one-third (1/3)
for three (3) years.
B. No person shall be appointed to the Water and Light Advisory Board,
the Building Standards Board, the Planning and Zoning Commission or
the Board of Adjustment of the City who is not a resident of the City
living within its corporate boundaries.
C. Any person who is a resident of the City, living within its corporate
boundaries at the time he/she is appointed to any board or commission
in the City, but who, thereafter, shall move from the corporate boundaries
and no longer be a resident of the City, shall automatically vacate
and be removed from such board or commission on June 1 of the year
following the year in which the person moves from the corporate boundaries
of the City and is no longer a resident thereof.
D. No person shall be appointed to any other board or commission of
the City who is not a resident of the Poplar Bluff "R-1" School District
living within the boundaries of said district. When there is more
than one (1) person in consideration for a given position on a board
or commission, it shall be the policy of the City that, all things
between applicants being equal, priority shall be given to that person
living within the corporate boundaries of the City. The term "person"
shall include natural persons as well as persons living in the "R-1"
School District who pay taxes to the City through a corporate entity.
E. Any person who is a resident of the Poplar Bluff "R-1" School District to any of the aforesaid boards or commissions named in Subsection
(D) above, but who, thereafter, shall move from the boundaries of the said school district and no longer be a resident of the district shall automatically vacate and be removed from such board or commission on June 1 of the year following the year in which the person moves from the boundaries of the Poplar Bluff "R-1" School District and is no longer a resident thereof.
F. Upon such vacation and removal of any person as stated in Subsections
(C) and
(E) hereinabove, the City Council shall appoint a qualified person to serve the remainder of the term of the person so vacated and removed.
G. Whenever it is the unanimous opinion of the City Council that any
of the foregoing provisions with regard to residency or consecutive
full terms, when strictly applied, will result in extraordinary harm
or damage to the City, its interests and its citizens, that such waiver
is to be subsequently renewed, it must be done so each year specifically
by Council action and, if not so specifically renewed, such waiver
shall automatically expire one (1) year from the date it is granted.

A. The
annual appointments to boards and commissions of the City of Poplar
Bluff shall occur at the first (1st) formal meeting conducted by the
City Council in the month of June of each year.
B. No
term of a person appointed to a board or commission of the City of
Poplar Bluff shall expire until such time as such person's successor
is duly appointed by City Council action, nothing to the contrary
herein withstanding.
C. Chairpersons,
presidents or other executive officers for such boards and commissions
shall be voted upon by the members of said boards and commissions
within the month of June or July of each year after annual appointments
are made by City Council action.

The original minutes and all supporting documents of all City
board meetings shall be filed with the office of the City Clerk. Each
board shall be under a continuing duty to supply said documents to
the office of the City Clerk on a monthly basis.
