There is hereby created within the City an executive department
to be known as the Park Board.

The Park Board shall be composed of nine (9) persons who shall
be electors of the City and not members of the City Government.

The members of the Park Board shall be appointed by the Mayor

Vacancies in the Board, occasioned by removal, resignation or
otherwise, shall be operated to the City Council and be filled in
like manner as original appointments.

The Park Board shall, immediately after its appointment, meet
and organize by the election of one (1) of their number as President
and such other officers as they deem necessary.

The Park Board shall have power to make and adopt such bylaws,
rules and regulations for their guidance and for the government of
the parks as may be expedient, not inconsistent with the laws of the

secure or acquire suitable grounds and property to be used for parks
in the City.

The Park Board shall have the power to appoint a suitable person
to take care of the City parks and necessary assistants for said person
and fix their compensation and shall have power to remove such appointees.

The Park Board shall have the sole control over the supervision,
improvement, care and custody of the City parks.

The Park Board shall make, on or before the second (2nd) Monday
in June, an annual report to the Council stating the condition of
their trust on the first (1st) day of May of that year, the various
sums of money received from the Park Fund and other sources and how
much monies have been expended and for what purposes and any other
information they may deem of general interest. All of said report
relating to the receipt and expenditure of monies shall be verified
by affidavit.

No person shall place, throw or drop into any swimming pool,
located on property of the City, any substance, article or thing whatsoever
at any time or for any reason except those persons who are authorized
by the Mayor and Council to manage said pool.

A. No
person shall possess, drink or consume intoxicating liquor or non-intoxicating
beer having an alcoholic content of three and two-tenths percent (3.2%)
or more any place within the boundaries of the following public parks
in the City of Poplar Bluff, Missouri:

person found guilty of violating this Section shall be deemed guilty
of an ordinance violation and upon conviction shall be punished by
a fine of not more than one hundred dollars ($100.00).
