The word "authority", as used in this Article,
shall mean the land clearance for redevelopment authority created
by this Article.

There is hereby created and established in and for the City
an authority which shall be known as the Land Clearance for Redevelopment
Authority of the City of Poplar Bluff.

The authority created by this Article shall be composed of five
(5) Commissioners.

All Commissioners of the authority shall be taxpayers who have
resided in the City for five (5) years prior to their appointment.

The Commissioners of the authority shall be appointed by the
Mayor, subject to the approval of the City Council.

Two (2) of the Commissioners who are first (1st) appointed to
the authority shall be designated to serve for terms of one (1) year
from the date of their appointment and three (3) shall be designated
to serve for terms of two (2), three (3) and four (4) years respectively
from the date of their appointment. Thereafter, Commissioners shall
be appointed for a term of four (4) years.

Vacancies occurring in the membership of the authority shall
be filled for the unexpired term.

A majority of the Commissioners shall constitute a quorum of
the authority for the transaction of its business.

Action may be taken by the authority upon a vote of a majority
of the Commissioners present, unless in any case the bylaws of the
authority shall require a larger number.

Meetings of the authority may be held anywhere within the perimeter
boundaries of the City.

The Commissioners of the authority shall elect a Chairman and
Vice Chairman from among the Commissioners; however, the first (1st)
Chairman shall be designated by the Mayor.

The authority may employ an executive director, technical experts
and such other officers, agents and employees, permanent and temporary,
as it may require and shall determine their qualifications, duties
and compensation. For legal services, the authority may call upon
the City Attorney or may employ its own counsel and legal staff. An
authority may delegate to one (1) or more of its agents or employees
such powers or duties as it may deem proper.

The authority shall have such powers and shall perform such
duties as are imposed upon it by the provisions of this Code of Ordinances,
State law and City ordinances and resolutions.
