All street improvements in the City shall be in accordance with
the minimum standards set forth in this Article.

The standards provided by this Article may be modified by the
City Council in exceptionable cases, but before any modification can
be made, the City Council must make an affirmative finding of facts
which shows that a modification is called for by sound and good engineering
judgment. In making such finding of facts, the City Council shall
receive the recommendation for both the Planning and Zoning Commission
and the City Engineer or other designated official.

It shall be the duty of the City Engineer or other designated
official, Street Commissioner, all officers and employees of the City
and all contractors and subcontractors working under contract with
the City to see that the provisions of this Article are rigidly enforced.

A. The
minimum width for each type of public street in the City shall be
as follows:
1. Expressway. Right-of-way width and pavement width
will conform to the requirements of the State Highway Department.
2. Arterial street. Right-of-way width of eighty (80)
feet and pavement width of sixty-four (64) feet where parking is permitted.
Right-of-way width of sixty-four (64) feet with pavement width of
forty-eight (48) feet where parking is prohibited.
3. Collector street. Right-of-way width of sixty (60)
feet and pavement width of thirty-six (36) feet.
4. Local street. Right-of-way width of fifty (50) feet
and pavement width of twenty-seven (27) feet.

A. The
lowest type or specification of pavement which will be accepted and
maintained by the City shall be as follows:
1. All Local Streets. Four (4) inches of rolled stone base for concrete
streets and six (6) inches of concrete at a six (6) bag mix or four
thousand (4,000) PSI. Asphalt streets will require four (4) inches
of rolled stone base and a three (3) inch layer of BPI asphalt.

Portland cement concrete curb and gutters shall be mandatory
for all streets constructed after September 1, 1994. Said curb and
gutters shall not be required for any unpaved streets that were in
existence prior to September 1, 1994, provided that such curb and
gutters are deemed unnecessary by the City Street Superintendent and
the project engineer.

In the construction of all streets, where a storm drainage system
is reasonably accessible, the City shall connect with such storm drainage
system and shall do all grading and provide all drainage structures
that are necessary to properly carry the water.

All streets shall be constructed so as not to permit surface
water to cross the pavement at low areas.

A. The
minimum street standards for all street improvements within the City
of Poplar Bluff, Missouri, which were effective immediately prior
to October 4, 1971, are hereby reinstated and made a part of this
Section by reference.
B. Each
year a certain amount of the revenues of the City of Poplar Bluff
may be set aside and used as matching funds to help defray the cost
of street improvements.
C. The
City Council shall each year establish by resolution the amount to
be set aside for such use and the method and standards by which it
shall be applied.
