There is hereby established within the City a Municipal Utilities Advisory Board.

The Municipal Utilities Advisory Board shall consist of five (5) members, one (1) of which shall be a member of the City Council who shall serve a term for one (1) year. Except to the extent that such qualifications and requirements are contrary to other ordinances, the qualifications and requirements applicable to the Advisory Board as a whole shall also be applicable to the City Council member. The provisions of Section 700.380, as hereinafter stated, shall apply to the non-City Council members of the Board.

The members of the Municipal Utilities Advisory Board shall be qualified voters and residents of the City for at least one (1) year prior to their appointment.

The members of the Municipal Utilities Advisory Board shall be appointed by the City Council.

The first (1st) appointments to the Municipal Utilities Advisory Board shall be for one (1), two (2), three (3) and four (4) year terms respectively from the first (1st) day of June. Annually thereafter, the Council, by majority vote of its members, shall at its first (1st) formal meeting in the month of June of each calendar year appoint a member to fill the term expiring who shall hold office for four (4) years and until his/her successor is appointed and qualified.

The members of the Municipal Utilities Advisory Board shall serve without compensation.

The Municipal Utilities Advisory Board shall make its own rules and regulations pertaining to procedural matters of the Board.

The powers of the Municipal Utilities Advisory Board shall be solely advisory. It shall be empowered to visit and to inspect the operation of the water and light system, to have access to all financial and other records pertaining to said system and to require from any City department or officer any information available concerning the same.
